Emily Card, Ph.D., J.D., MPA 1981 serves as a Visiting Professor of Law in the LL.M. program at the Instituto Tecnologico de Monterrey (TEC de Monterrey), Mexico. She focuses on issues of economic development and entrepreneurship. Early in her career, Emily identified an interest in international economic development issues, especially relative to women. After original research in Ghana, she worked on the passage of the U.S. Federal Equal Credit Opportunity Act. Her mentors and teachers at the HKS encouraged her to continue her work, and after graduation she authored/co–authored seven books, including the Consumer Reports Money Book and Business Capital for Women.
Dr. Gant is a member of the National Senior Intelligence Service and Director of the ODNI Intelligence Community (IC) Centers of Academic Excellence (CAE) Program Office. She served on a two-year academic sabbatical at Trinity University, Washington, DC as a visiting professor, scholar-in-residence, Programs in International Affairs. Dr. Gant directs the ODNI IC CAE Program Office that is comprised of ten (10) universities. She oversees, establishes guidance and monitors university CAE budgets and execution strategies aligned with measures/metrics outlined in policy guidance. She directs and oversees a multi-million dollar grant budget that is disseminated among the ten CAE universities on behalf of the ODNI for IC agencies/elements. Dr. Gant establishes and maintains collaborative partnerships for 16 national-level Intelligence agencies with federal agencies, academia and industry in support of the Director of National Intelligence. Her career expands more than 20 years and includes positions with the Department of the Navy and Marine Corps (Japan), U.S. Air Force (England), U.S. Army/Resources, Marine Corps Institute, Office of the Secretary of Defense, the Defense Intelligence Agency — National Defense Intelligence College and the Joint Military Intelligence Training Center. Dr. Gant performed duty assignments in Okinawa, Japan, Oxfordshire, England, NATO in Brussels, Belgium and other locations to include Washington, DC. Dr. Gant lectured at the Business Institute at the University of Wisconsin-Madison. Her academic credentials include a B.S. School of Business and Industry, Florida A and M University; M.A., George Peabody College of Vanderbilt University; and Ph.D. from Virginia Polytechnic Institute and State University. She is a graduate of several executive programs including The Brookings Institute Senior Level Benchmarking Program and Harvard University John F. Kennedy School of Government programs. Over the past 3 years, she has been actively involved with the Harvard Kennedy School of Government Alumni Board and the Harvard HKS Alumni Council in Washington, DC.

Mr. Rosenbaum is President of Palisades Associates, Inc., a merchant banking and consulting firm focused on troubled businesses. Palisades generally acts as a principal or deal sponsor, where the firm’s combination of strategic skills and transaction experience offers the potential for high returns on investment. In certain cases, Palisades will consult to management, boards or controlling investors whose businesses are in distress.
Mr. Rosenbaum began his business career in 1978 at The Boston Consulting Group, a world leader in corporate strategy consulting. In 1982, he was named a Vice President of The Dyson-Kissner-Moran Corporation, a private investment firm that pioneered leveraged buyouts. In 1987, Mr. Rosenbaum was one of the founding Managing Directors of The Carlyle Group, a merchant bank. In 1989, he founded Palisades Associates, Inc.
Mr. Rosenbaum received an A.B. in Government from Harvard College in 1974 and jointly earned a J.D. from Harvard Law School, where he won the Ames Competition, and an M.P.P. from Harvard’s John F. Kennedy School of Government in 1978. While pursuing his graduate studies, Mr. Rosenbaum served as Coach of Debating at Harvard. He is admitted to the active practice of law in Ohio and Illinois, is a member of the American Bar Association’s Sections on Antitrust Law and Business Law and is listed in Who’s Who in America.
Mr. Rosenbaum has served on numerous boards of directors, both for-profit and not-for-profit, public as well as private. He currently serves as Chairman of the boards of TVC Communications, LLC. and Empire Kosher Poultry, Inc., and is a director of NationsRent Companies, Inc., Playcore Holdings, Inc. and Harvard Debate, Incorporated. Mr. Rosenbaum is a member of the Dean’s Councils, as well as Chair of the Dean’s Alumni Leadership Council, at the John F. Kennedy School of Government at Harvard University and a member of Harvard’s Committee on University Resources.
