David E. Rosenberg MC/MPA 1986

David E. Rosenberg MC/MPA 1986 consults with government and nonprofit organizations on strategic planning, performance management, organizational design and development, and change. His clients have included the Departments of State, Justice, Homeland Security, Veterans Affairs, the General Services Administration, the Smithsonian Institution, and others; state agencies in Massachusetts, New York, and Maryland; and the Ford Foundation, the Urban Institute, and numerous national and community-based nonprofit organizations. He recently coauthored Taking Measure: Moving from Process to Practice in Performance Management, based on a survey of performance improvement officers across the federal government. Previously, Rosenberg served as a senior executive in federal and state agencies focused on immigration and refugee affairs. He designed and managed a broad range of programs and administrative functions, and coordinated major innovation projects including national reform of the US citizenship process. He has extensive experience in multiracial community development and advocacy.
