Profile

Carlos González Barragán is Adjunct Lecturer in Public Policy. His areas of expertise include budgeting, state & municipal public finances and intergovernmental relations particularly in the Americas. Professionally, Carlos has participated in Economic Development Departments and Research Centers in Mexico and the United States. He has also worked for the Center for Public Finance Studies at the Chamber of Deputies in Mexico City (Mexican Congress’ Budget Office). Outside the Kennedy School, Carlos has taught graduate level courses at Universidad de Monterrey and the Tecnológico de Monterrey. He received a Bachelor’s Degree in International Finance from Universidad de Monterrey, his Master’s degree in Public Policy from the Harvard Kennedy School and a doctorate in Public Policy from the Tecnológico de Monterrey. His current research focuses on the sources and uses of federal money at the local level in Mexico.
