Mr. Greg A. Rosenbaum, AB 1974, MPP/JD 1977

Mr. Rosenbaum is President of Palisades Associates, Inc., a merchant banking and consulting firm focused on troubled businesses. Palisades generally acts as a principal or deal sponsor, where the firm’s combination of strategic skills and transaction experience offers the potential for high returns on investment. In certain cases, Palisades will consult to management, boards or controlling investors whose businesses are in distress.

Mr. Rosenbaum began his business career in 1978 at The Boston Consulting Group, a world leader in corporate strategy consulting. In 1982, he was named a Vice President of The Dyson-Kissner-Moran Corporation, a private investment firm that pioneered leveraged buyouts. In 1987, Mr. Rosenbaum was one of the founding Managing Directors of The Carlyle Group, a merchant bank. In 1989, he founded Palisades Associates, Inc.

Mr. Rosenbaum received an A.B. in Government from Harvard College in 1974 and jointly earned a J.D. from Harvard Law School, where he won the Ames Competition, and an M.P.P. from Harvard’s John F. Kennedy School of Government in 1978. While pursuing his graduate studies, Mr. Rosenbaum served as Coach of Debating at Harvard. He is admitted to the active practice of law in Ohio and Illinois, is a member of the American Bar Association’s Sections on Antitrust Law and Business Law and is listed in Who’s Who in America.

Mr. Rosenbaum has served on numerous boards of directors, both for-profit and not-for-profit, public as well as private. He currently serves as Chairman of the boards of TVC Communications, LLC. and Empire Kosher Poultry, Inc., and is a director of NationsRent Companies, Inc., Playcore Holdings, Inc. and Harvard Debate, Incorporated. Mr. Rosenbaum is a member of the Dean’s Councils, as well as Chair of the Dean’s Alumni Leadership Council, at the John F. Kennedy School of Government at Harvard University and a member of Harvard’s Committee on University Resources.

Paul Hodge is Director of the Global Generations Policy Initiative, Founding Editor of the Harvard Generations Policy Journal, Distinguished Visiting Fellow, University of Oxford, Research Fellow at the Hauser Center and Director of the Generations Policy Project, John F. Kennedy School of Government, Harvard University. He is a recognized authority on policy issues dealing with the country’s elder citizens and baby boomers. Mr. Hodge has led ground breaking public service initiatives to improve the quality of life and care of women, minorities, baby boomers, youth, the elderly, and other vulnerable citizens. To expand his efforts to positively impact and improve the lives of our fellow Americans and people in need throughout the world, he recently joined the Board of the Schwab Foundation for Social Entrepreneurship and participated in the January 2004 World Economic Forum's annual meeting in Davos, Switzerland. As a public advocate,
Mr. Hodge has advised the White House and the U.S. Congress, appeared on or been quoted/published in various national news media, and received national awards, commendations and recognition for his work. In addition to leading efforts to protect our environment, he pursued successful and diverse careers as a leader of business/social service enterprises, venture capitalist, social entrepreneur, public interest attorney, law enforcement official, author, and educator. Mr. Hodge holds a JD from Boston University’s School of Law, an MBA from Columbia University Business School, and a bachelor’s degree from Brown University. In 2000, as a John B. Pickett Fellow, he earned an MPA from Harvard’s John F. Kennedy School of Government, graduating in the top of his class and being awarded Harvard’s prestigious Lucius N. Littauer Fellowship for academic excellence and public service achievement.

Joe Robert Caldwell, Jr., is a partner in the law firm of Baker Botts, L.L.P., in Washington, D.C. Mr. Caldwell’s emphasis is federal litigation and the representation of clients before state courts, congressional committees, administrative agencies and arbitration tribunals. His practice focuses on complex business disputes in civil litigation, and on white-collar criminal trials and investigations. In more than 20 years as a lawyer, Mr. Caldwell has tried more than 100 cases before juries, and has been honored by the American College of Trial Lawyers to be nominated and inducted as a Fellow of the College. He has also been appointed to government positions in his career at the state, local and federal levels. He has served as Counsel for the Supreme Court of the United States and Special Assistant to Chief Justice Warren E. Burger; Deputy Attorney General in the Office of the Attorney General for the State of New Jersey; and Chief of Staff and Legal Counsel to Washington, D.C., Mayor Sharon Pratt Kelly. He teaches trial practice at Georgetown University Law Center to students and young lawyers. He attended Syracuse University (B.A.), Harvard University (M.P.A.), Rutgers University Law School (J.D.), and Georgetown University Law Center (LL.M. Program).


His Excellency José María Figueres, MPA 1991

The Honorable Jose Maria Figueres was President of Costa Rica from 1994 – 1998. Prior to his presidency, Mr. Figueres was the General Manager, Fibers of Central America (1980-1884), President, San Cristobal Agroindustrial Group (1984-1987). He has also held various government positions as, Minister of Foreign Trade (1987-1988) and Minister of Agriculture (1988-1990).

Since 2000, Mr Figueres has been the President of the Board of Leadership in Environment and Development (LEAD). He is a member of the Board of Directors for the World Resources Institute (WRI) and Chairperson of the UN ICT Task Force.

Mr. Figueres received a Bachelor's in Engineering from the United States Military Academy (USMA) at West Point in 1979 and a Masters in Public Administration from Kennedy School of Government, Harvard University in 1991.

Joshua Gotbaum is currently involved in the turnaround of several businesses. He is an operating partner affiliated with Blue Wolf Capital, a private equity firm. Josh also is Chairman and co-founder of Spotlight
Analysis, LLC, a firm that adapts traditional corporate market research techniques to political analysis. From 2003-2005, Josh ran Hawaiian Airlines as its bankruptcy trustee. Hawaiian had some 3,500 employees and
revenues in excess of $750 million and exited bankruptcy successfully in 2005. Previously, Josh was the first CEO of The September 11th Fund, a $500+ million charity. He developed the organization and staff, as well as more than $350 million in grant programs to meet financial assistance, health care, job training, economic development and other needs.

During the Clinton Administration Josh served in the US Office of Management and Budget (Executive Associate Director, then also Controller); the Department of Treasury (Asst Sec for Economic Policy); and as Assistance Secretary of Defense.

From 1981-94, Gotbaum was an investment banker with Lazard Freres, in New York and London. During 1977-1981, he held various positions in the Carter White House and the Department of Energy.

Gotbaum holds degrees from the Kennedy School, Harvard Law School, and Stanford.

Yoko Makino has headed the Yoko Makino CPA Firm in Tokyo since 1997. In 2003, she opened her firm’s New York City office, and co-founded the Abella Consulting Firm in Japan. Prior to 1997, she worked with the Kawahara Accounting Firm and Watanabe Accounting Firm in Japan. Since 1991 she has also been an Advisor on Tax Economic Policy at the Watanabe Institute of Politics and Economics.

Makino is a graduate of the Keio University and has an MPA from the Kennedy School of Government. She has also studied at Harvard University’s Graduate School of Arts and Sciences. Makino is a supporter and member of the Japan Society and the Asia Society, both in New York.

Mr. Michael P. Spies, MCRP 1982

Michael Spies, 45, is Senior Managing Director of Tishman Speyer Properties, overseeing its European activities, and chairs the company’s global Investment Committee. Based in London, he is responsible for ongoing investments and operations the firm has in five European countries. Prior to moving to London, Mr. Spies was in Berlin from 1990 to 1994 heading the firm’s operations in Germany. Since 1994 he successfully led expansion of the business into the UK, France, Spain and Poland. To date the firm has developed or acquired over 5 million square feet of properties in Europe exceeding $2 bio. in value. Major properties include the Messeturn in Frankfurt, Sony Center in Berlin, and Millbank Tower and Tower Place in London.

Before joining Tishman Speyer in 1989, Mr. Spies was Executive Vice President of the New York City Public Development Corporation, the primary economic development agent of the City of New York. At PDC he was responsible for commercial and waterfront development activities, as well as spearheading the City’s corporate retention efforts. A focal point of these efforts was to draw jobs and new development into downtown Brooklyn and Queens, where among others Chase Manhattan, Citibank, Goldman Sachs and Morgan Stanley were convinced to move major operations. He was also involved in the planned redevelopment of Times Square, the creation of the Carnegie Hall Tower, and establishment of the first hotel in downtown Brooklyn.

Mr. Spies graduated with honors from Princeton University in 1979, and from Harvard’s Kennedy School in 1982 with a Masters degree in City and Regional Planning.

He and his wife Claudia have two sons.

Judy Wade is a partner of McKinsey & Company. She has focused primarily on helping clients with major operational and organizational transformations, often in complex public sector environments and where there are large front-line workforces. Ms. Wade is a leader of the North American Operational Practice, and the Firm's Public Sector/non-profit practice.

She has led public sector efforts for the New York City Schools, National Business Initiative's (South Africa) business planning program, and the South African and Honduras Police Service,among others.

Ms. Wade has served on the board of Business Against Crime in South Africa, and currently serves on the boards of Technoserve and Leadership Public Schools.

Prior to joining McKinsey, Judy Wade worked as a research associate for Hambrecht & Quist, Inc., an investment bank in San Francisco, and for Anthem Electronics, an electronics distributor. Judy Wade has a B.A. in economics from University of California, Berkeley and a Masters in Public Policy from Harvard's Kennedy School of Government.


Ms. Jill A. Wagner, MPA2 1983

Jill Wagner is Vice President – Commercial Markets for Cablevision. Previously, she was Vice President for Consumer Marketing for Verizon Communications. She was responsible for marketing all products including long distance to over 30 million households in the Verizon footprint. She was also responsible for the launch of long distance services first in New York and then beyond.

Wagner is a 22-year veteran of the telecommunications and high technology industries and led Southern New England Telephone (SNET) into a new competitive era. She joined Verizon Long Distance (formerly Bell Atlantic Communications) on July 26, 1999.

Wagner began her career in AT&T’s management development program in 1977. She joined MCI Communications in 1983 and managed the corporate development team responsible for strategic and new product planning. In 1985, Wagner moved to IBM, where she managed marketing and sales for various products, networking systems and applications software divisions.

Prior to joining SNET in 1993, Wagner was a consultant with Yankelovich Partners.

Wagner holds a Master’s degree in policy analysis from Harvard University and a Bachelor of Science degree in industrial administration from Iowa State University. She lives in Purchase, NY.

Joan Abrams is a professor in the Communications Department of Simmons College, Boston. Prior to teaching, she served as Director of Marketing at the Honeywell Corporation in Waltham, Massachusetts.

A resident of Bristol, Rhode Island, Ms. Abrams is on the Board of Trustees of Save the Bay where she chairs the Capital Campaign. She also serves as a Director of Festival Ballet, The Providence Atheneum, Community Prepatory School and The Blithewold Trust. She is a graduate of Simmons College and holds a masters’ degree in Management from Simmons, as well as her degree from The Kennedy School of Government.

Ms. Merribel S. Ayres, SMG 1984

Merribel Ayres has been a leader in the Washington business and political communities for more than two decades. Ms. Ayres founded Lighthouse in 1996 with the objective of providing knowledge-based government and public affairs services to clients focused on energy and environmental policy issues. The firm’s client base has grown to also include agriculture, insurance and financial interests.

Prior to establishing Lighthouse, Ms. Ayres was CEO of the National Independent Energy Producers where she played a leading role in framing the national debate over restructuring of the $200 billion electric power industry. Previously, she had been the Director of Government Affairs for Champion International. She also served as a press and public affairs officer for the National Commission on Air Quality and as a staff member to the late Congressman William R. Cotter, a senior member of the House Ways and Means Committee and its Trade Subcommittee. Ms. Ayres began her career in journalism as a staff reporter at The Hartford Courant (CT). In addition, she served as a contributing reporter to the New York Times, Connecticut Section.

A prominent expert on energy issues, Ms. Ayres has been invited to testify before Congress and appear before the American Bar Association, as well as numerous other industry and public policy forums. She has been quoted and profiled by national newspapers and leading industry publications, including The Washington Post, The Wall Street Journal, The New York Times, National Journal, The Energy Daily, Independent Energy Magazine, Public Utilities Fortnightly and Association Management Magazine.

Ms. Ayres serves on the Board of Directors of CMS Energy (NYSE: CMS), a Michigan-based electric and gas utility, with international energy assets. She has also been elected to the Board of Directors of Alliance Resource Management GP, LLC, which is the managing general partner of Alliance Resource Partners, L.P. ("ARLP"). ARLP is the nation's only publicly traded master limited partnership involved in the production and marketing of steam coal to major US utilities and industrial users. Additionally, Ms. Ayres is a Board Member of the United States Energy Association (USEA).

Ms. Ayres’ professional affiliations include: The Aspen Institute’s Energy Forum, the Edison Electric Institute, the Electric Power Supply Association and Eurelectric (the European Union of the Electricity Industry). She is currently a member of the National Press Club, the Women’s Foreign Policy Group, and the Dean’s Alumni Leadership Council of Harvard University’s Kennedy School of Government. She was previously a member of the National Advisory Council of the National Renewable Energy Laboratory (2001-2006).

Ms. Ayres is an honors graduate of Bryn Mawr College, holds a post-graduate degree from Trinity College in Dublin, Ireland, and received advanced leadership training at Harvard’s Kennedy School of Government.


The Honorable Douglas K. Bereuter, MCP 1966, MPA 1973

Upon leaving Congress in 2004, Doug Bereuter became the President of The Asia Foundation, the premier non-profit organization devoted to Asia’s development. Headquartered in San Francisco, with 17 offices in Asia and Washington, D.C., the Foundation has more than 540 employees. During his 26-year congressional career, he was a leading member of the House International Relations Committee, where he served as vice chairman for six years, chaired the Asia-Pacific Subcommittee for the maximum limit of six years, chaired the Europe Subcommittee before his departure, and had a long tenure on its Subcommittee on Economic Policy & Trade. He also served on the House Financial Services Committee for 23 years, and chaired the Subcommittee on International Institutions.

Mr. Bereuter served nearly 10 years on the House Permanent Select Committee on Intelligence, retiring as its vice chairman. Additional congressional responsibilities include serving as the founding co-chairman of the Congressional-Executive Commission on China, chairing the Speaker Task Force to Monitor and Report on the Transition of Hong Kong (1996-2002), and chairing the House Delegation to the NATO Parliamentary Assembly, where he presided as its president until November 2004.

Mr. Bereuter graduated Phi Beta Kappa from the University of Nebraska, has masters degrees from Harvard University in both city planning and public administration. He served as an intelligence officer with the 1st Infantry Division, practiced and taught graduate courses in urban and regional planning, led various agencies and programs in Nebraska State Government, and served one four-year term in the Nebraska Unicameral Legislature before his election to the U.S. House of Representatives in 1978. Mr. Bereuter is a member of the Council on Foreign Relations, the Visiting Committee for the Kennedy School, and the International Advisory Board of the Graduate School of International Relations and Pacific Studies at University of California-San Diego. He and his wife, Louise, reside in Alamo, California.

Mr. Stuart N. Bernstein, MPA2/MBA 1991

Stuart is head of the Financial Institutions Equity Capital Markets (ECM) Group at Goldman Sachs. He worked as an Analyst in Corporate Finance from 1986 to1988, re-joined the firm as an Associate in 1993 in Equity Capital Markets and was made a Vice President in 1995. Stuart became a Managing Director in 1999 and a Partner in 2000. Prior to joining Goldman Sachs, Stuart worked at E.S. Jacobs & Company focusing on venture capital and leveraged buyout investments. He has worked on over two hundred equity offerings.

Stuart is a member of the Dean’s Alumni Leadership Council at Harvard University’s John F. Kennedy School of Government. He is also interested in and has worked on behalf of the Multiple Sclerosis Society and Big Brothers Big Sisters of America. Stuart is active in mountaineering, rock climbing, skiing and photography and is a member of the American Alpine Club.

Stuart earned a B.S., Phi Beta Kappa, from U.C. Berkeley in 1985. He received an MBA and an MPA in 1991 from the Harvard Business School and the John F. Kennedy School of Government at Harvard University, respectively. Stuart and his wife, Marcella, have three children and reside in Riverside, Connecticut.


The Honorable Jeffrey P. Bialos, MPP 1979

Mr. Bialos is a partner in the Washington D.C. office of Sutherland Asbill, & Brennan, a national law firm. He provides legal, business and strategy advice on aerospace, defense and homeland security matters, including: mergers and acquisitions (due diligence, negotiations, preparation of corporate agreements, and complex business, security, and regulatory issues), antitrust, competition and industrial base, international matters (export controls, foreign investment, foreign payments, and trade), and procurement.

Recently, among other activities, Mr. Bialos has advised clients on major aerospace and defense mergers, including the acquisitions of TRW and Newport News by Northrop Grumman Corporation and Kodak’s Remote Sensing Business by ITT. He also has handled and advised on Exon-Florio cases, conducted major internal investigations for defense firms (export controls and other issues), has structured complex international collaborative arrangements, and has evaluated the international strategy, organizational structure and regulatory approach of a major U.S. defense firm.

Mr. Bialos also is the Executive Director of the Program on Transatlantic Security and Industry at the Center for Transatlantic Relations, Johns Hopkins University’s School of Advance International Studies. The program focuses on the evolving role of NATO and coalition war fighting capabilities, and the integration of Transatlantic defense industries. Among other things, Mr. Bialos has led studies: on the Transatlantic arms market, the prospects for enhanced Trans-Atlantic armaments cooperation, and implications for NATO; and the NATO Response Force and related technology transfer issues. Mr. Bialos recently has chaired major symposia on “The Defense Industry “A Decade After the Last Supper,” European Defense R & D, and the U.S.-German Security Relationship.

In March 2003, Mr. Bialos was appointed as a member of the Secure Virginia Panel, which focuses on Virginia’s homeland security needs, by Governor Mark Warner.

Previously, Mr. Bialos served as Deputy Under Secretary of Defense for Industrial Affairs (Sept. 1999-Jan. 2001). He led the Department’s work on defense mergers and acquisitions, advised on policies and programs concerning the defense industrial base, and managed negotiations with U.S. allies concerning defense industrial cooperation. Mr. Bialos oversaw the review of several path-breaking Transatlantic defense acquisitions and was integrally involved in developing the Defense Trade Security Initiative, a major reform of U.S. defense export controls. Mr. Bialos also served as government advisor to a major Defense Science Board study on the health and competitiveness of the U.S. defense industry.
While at DoD, Mr. Bialos also served as Head of the U.S. Delegation for negotiations with the European Union concerning cooperation on the U.S. global Positioning System (GPS) and the proposed European system (Galileo). Mr. Bialos is a recipient of the Department of Defense Distinguished Public Service Medal.

Previously, Mr. Bialos served as Special Advisor to Under Secretary of State for Economic, Business & Agricultural Affairs Stuart Eizenstat (Oct. 1997-Aug. 1999) and as the Principal Deputy Assistant Secretary of Commerce for Import Administration (June 1996-September 1997).

Prior to his Commerce appointment in June 1996, Mr. Bialos spent over 13 years in private practice in Washington D.C. as a partner (1990-96) and associate (1983-1989) in the law firm of Weil, Gothshal & Manges. Mr. Bialos also served as law clerk to a judge on the U.S. Court of Appeals for the Federal Circuit (1982-3).

In the academic realm, Mr. Bialos served as a Senior Fellow at Kennedy School of Government, Harvard University (2001) and an adjunct professor at Georgetown University Law Center (1991-1997).

Mr. Bialos received his J.D. from the University of Chicago Law School, a Master’s degree in Public Policy from the Kennedy School of Government, Harvard University, and an A.B. in history, magna cum laude, from Cornell University’s College of Arts and Sciences.

Mr. Bialos is an editor of and contributor to a newly published book on Defense Research & Development: New Visions & Prospects for Cooperative Engagement (Johns Hopkins University 2004) and recently co-authored a monograph entitled “Getting to Yes on Missile Defense” (Johns Hopkins University 2004). He has co-authored a book (The Foreign Corrupt Practices Act: Coping with Corruption in Russia and Other Transitional Economies (Oceana Practices Act: Coping With Corruption in Russia and Other Transitional Economies (Oceana Publ. Jan. 1977)), and authored numerous articles on a range of defense and international subjects. Mr. Bialos is a member of the N.Y. Council on Foreign Relations.

Mr. Boyner is Chief Executive Officer & VP of Private Equity for Boyner Sanayi Ltd in Istanbul, where he focuses on private equity opportunities in the food, construction material, and textile sectors in Turkey. Terri A. Brady is the President of TAB Consulting. She draws upon her experience as a Wall Street attorney, consultant, educator, project manager and certified mediator to advise individuals and organizations on leadership and strategic planning. Ms. Brady has studied leadership at Harvard’s John F. Kennedy School of Government and the University of Chicago School of Business. She has led seminars and taught law and leadership at several organizations, including Grinnell College and Brown University. During the last year, she worked in concert with McKinsey and Company to develop a five-year strategic plan for the Chicago Council on Foreign Relations – a process that included The Council’s first Board Retreat in its eighty-plus year history.

Ms. Brady practiced law for ten years in Minnesota, New York and Illinois. She specialized in securities litigation for Shearman & Sterling, commercial litigation for Davis, Markel & Edwards, and environmental law for Gardner, Carton & Douglas. Since she left her Wall Street law practice Ms. Brady has worked on four political campaigns, including the Iowa Governor’s race and three Illinois Congressional campaigns. Her campaign work included policy analysis, managing efforts to get out the vote, and raising significant amounts of money. Ms. Brady has served as the Board Chair for a successful not-for-profit organization that provides and promotes sporting opportunities for girls to teach them leadership and raise their self-esteem.

Before she practiced law, Ms. Brady was a consultant for the Office of East-West Economic Policy at the U.S. Department of Treasury, the Policy and Program Planning Office at the U.S. Department of Agriculture, and the U.S. International Communication Agency. She also served as the Director of Court Planning for the Iowa Supreme Court. While attending law school she was a law clerk for the General Counsel at Arthur Young & Company.

Ms. Brady is a Phi Beta Kappa graduate of Grinnell College with a B.A. in Russian/International Studies. At Grinnell she was named most valuable varsity cross-country runner, and won the Harry S. Truman Scholarship (one of fifty national scholars given for public interest leadership). She has a Masters in Public Policy from Harvard University’s John F. Kennedy School of Government where she studied economics, quantitative analysis and public management with a concentration in criminal justice and urban studies. Ms. Brady obtained her J.D. from Columbia University Law School where she was a Harlan Fiske Stone Scholar (superior academic achievement) and an International Fellow. Joe has almost 40 years experience in aerospace and defense including military and civilian service with both the Navy and the Army. Joe joined Lehman Brothers in April 1994 following its spin out from American Express. Prior to joining Lehman Brothers, Joe was a Senior Vice President, in the Investment Banking Division of PaineWebber, and a member of the PaineWebber Russian Group from 1991-1994 and the US-Russian National Academy of Sciences project on defense conversion. As an entrepreneur he built a family business, the Cardon Hiatt Companies where he is an owner/partner, which companies deal principally with real estate. In April 2006, he was invited to serve as a General Authority of The Church of Jesus Christ of Latter-day Saints in the Quorums of the Seventy and currently serves in the Africa West Area presidency with headquarters in Accra, Ghana. Before this service he devoted much of his time to societal matters. He served as board chairman for United Families International, an NGO based in Arizona with UN accreditation doing work worldwide. He was a board member of the Institute for American Values, a think tank based in New York City focused on national and international issues. He served on the executive council of the International Center for Law and Religion Studies located at the J. Rueben Clark Law School at BYU. Ms. Nancy R. Connery, MPA 1979

Connery has worked to advance civil infrastructure systems for more than 25 years. Her career began as a transit analyst in NYC Mayor’s Office of Management and Budget on exactly the same day as New York’s subways suffered a catastrophic failure, which led to their historic reconstruction. Later, in her home state of Washington, she developed the Public Works Trust Fund, a nationally recognized program, which has provided over $2 billion in low interest loans for local renewal projects since 1986. In 1985, she was named Executive Director of the National Council on Public Works Improvement, a joint Presidential/Congressional study commission, where she produced a series of well-regarded reports and frequent testimony on the state of the nation’s infrastructure. In 2000, U.S. Senate Majority Leader appointed Connery to the Amtrak Reform Council, a financial oversight board. She also served on the Commission on Engineering and Technical Systems, the Executive Committee for the Institute for Civil Infrastructure Systems at New York University, and the Advisory Board of the Taubman Center for State and Local Government at Harvard University. She has published, lectured and consulted widely throughout the world and is currently researching “next generation” infrastructure design. Her education includes: BA in political science from Pacific Lutheran University in Tacoma, Washington; and MPA from John F. Kennedy School of Government, Harvard University.

Before joining MassDevelopment, Mr. Culver served as vice president for administration and finance at Yale University in New Haven, Connecticut; executive vice president and chief financial officer for the Boston-based, multi-national Cabot Corporation; and senior vice president and treasurer of Northeastern University in Boston. Ms. Damskey began her career in New York at Manufacturers Hanover Trust, where she was responsible for expanding the correspondent banking network in the Middle East/Africa division, and also was involved in the negotiations on the Moroccan debt restructuring. Subsequently, at Shearson Lehman Hutton, she served as an advisor to Venezuela for the restructuring of its external debt, privatizations and debt issuance. Mr. Ernesto Fernandez-Hurtado, MPA 1948

While studying at the School of Economics, National University of Mexico in 1943, Ernesto Fernandez-Hurtado secured a position as a Junior Economist at the Banco de Mexico, starting an affiliation that would span the majority of his career. After receiving his MPA from the Kennedy School in 1948, he returned to Banco de Mexico, the Mexican equivalent of the U.S. Federal Reserve. Mr. Fernandez served there in a succession of senior roles, ultimately earning the rank of Director General in 1970. In this post, he led the Central Bank through 1976, at which time he left for the private sector. Between 1976 and 1988, Mr. Fernandez ran two commercial banks, first Banco BCH and then Bancomer.

In 1980, he became Chairman of the Board for Tubos de Acero de Mexico S.A., a leading international steel manufacturer, where he served until 1993. His final post prior to retirement in 2000 was as Chairman of the Board of Zurich Insurance Company (Mexico).

Since 1946, Mr. Fernandez has authored six major economic studies, including a comparison of government subsidized low-cost housing capabilities in underdeveloped countries. In 1956, he co-authored “La experience Monetaire de Mexique”, published in Economie Applique.

He currently resides with his wife, Ghislaine Terouanne, in Mexico City.

Prior work experiences include both strategic management consulting (Bain & Co., Germany) and the textile industry (Courtaulds Textiles plc, UK and family businesses). Fred P. Hochberg has more than twenty-five years experience in business, government, civil rights and philanthropy. From May, 1998 to January 2001, Hochberg served as Deputy then Acting Administrator of the Small Business Administration, an agency elevated to Cabinet rank by President Clinton.

Hochberg remains the highest-ranking openly gay person ever to serve in a federal government position requiring confirmation by the United States Senate. Additionally, Hochberg served on the President Clinton’s Management Council. Before his appointment to the SBA, Hochberg served as president and chief operating officer of the Lillian Vernon Corporation.

Hochberg, led the transformation of the Lillian Vernon Corporation from a small family mail order company into a publicly traded direct marketing corporation, one of the great success stories of American entrepreneurship.

Mr. Johnson was an elected member of the Overseers Visiting Committee for the Harvard Medical School and the Harvard School of Dental Medicine (2001-2006), was the U.S. Chair of the Executive Committee for the British-American Project (1998-2000) and the former Chairman of the Finance Committee of the Terence Cardinal Cooke Health Center (1991-1996), a 700-bed health care institution in New York City.

John Kennedy founded Irish Realty in 1978. He began his career in the real estate business by working for John Kilpatrick as vice president of Kilpatrick Investment. Kennedy received a Bachelors Degree from Oklahoma City University in History and Political Science and a Masters Degree from Harvard University in Public Administration. He received the 1992 alumni achievement award from Casady School. Kennedy was also honored with the "Spirit Award" from Harvard for helping establish a community service program. He received a Tulsa Community Service Council "Dreamcatcher Award" for his efforts in creating the Oklahoma Office of Volunteerism. Preservation Oklahoma recognized him for "Individual Contribution to Historic Preservation" for his work on the First National Center.

Kennedy was appointed Oklahoma Secretary of State on January 14, 1991 and served for three years. He is the youngest to have held the office. Kennedy also served for four months as Interim Secretary of Commerce at the beginning of his term. He was a charter member of the Quality Oklahoma Council. During his tenure, the Secretary of State's office led the state in fiscal year 1993 with the lowest ratio of employees vs. budgeted employees. The office also led all agencies by returning 40 percent of its budget to the treasury at the end of the fiscal year. The office cut business filing time from four weeks to one day.

He is a member of the board and audit committee of MD Building Products. Kennedy is a member of the five person State of Oklahoma Cash Management and Investment Oversight Commission. Active in the community, Kennedy serves on the boards of directors of the Center for Non-Profit Management, Payne Education Center, Westminster School and the O.U. Fred Jones, Jr. Art Museum. Kennedy coaches little league baseball in the fall and spring. He is a native of Oklahoma City and has five sons.

Congressman Jim Langevin has dedicated his life to public service. As a youth, he was convinced he wanted to enter law enforcement. But at the age of 16, a gun accidentally discharged while Jim was working with a Rhode Island Police Department, leaving him paralyzed. After this accident, Jim decided to become a lawmaker, and he managed to do so in short order. At the young age of 22, he became a State Delegate to Rhode Island’s Constitutional Convention. Two years later, he won election to the Rhode Island House of Representatives. While serving in progressively higher offices for the State of Rhode Island, he attended the Kennedy School, earning his MPA degree in 1994. Jim resides in Warwick, Rhode Island, and has served on the Board of Directors of Rhode Island American Red Cross, PARI Independent Living, Tech Access, The Warwick Shelter and the Rhode Island March of Dimes. Mr. Lucken is a fourteen-year veteran of the U.S. Foreign Service, where he completed diplomatic assignments at the U.S. Embassies in Italy, Russia, Georgia, Croatia, Bosnia, and Slovenia. Following the collapse of the Soviet Union, he served as the first U.S. diplomat in the newly independent Republic of Georgia. J. Michael McGinnis is a Senior Scholar at The Institute of Medicine of the National Academies. Formerly, he was the Washington-based Counselor to the President of the Robert Wood Johnson Foundation. Previously he was with RWJF in Princeton, New Jersey, as Senior Vice President and the first Director of the Health Group, overseeing programs for health promotion and disease prevention, and those to advance the development of human capital for health and health care. Dr. McGinnis came to the Foundation from the National Academy of Sciences in Washington DC, where he served as Scholar-in-Residence from 1995-1999. Previously, he held appointment throughout the Carter, Reagan, Bush, and Clinton Administrations (1977-1995) as Assistant Surgeon General and Deputy Assistant Secretary for Health in the Department of Health and Human Services, responsible for coordinating policies in disease prevention and health promotion. International experience includes service in 1995-1996 as chair of the World Bank/European Commission task force to rebuild the health sector in Bosnia, and in 1974-1975 as field epidemiologist and regional coordinator for the World Health Organization’s smallpox eradication program in India. Academic activities include adjunct faculty appointments at Duke (currently Visiting Professor of Policy Studies), Princeton, and George Washington University; publication of more than 110 papers on health policy, public health, preventive medicine, nutrition, and tobacco; and service on several journal editorial boards. He has testified extensively before Congress. An elected member of the National Academy of Sciences’ Institute of Medicine, a Fellow of the American College of Epidemiology and Fellow of the American College of Preventive Medicine, his public service recognitions include the Distinguished Service Medal, the Surgeon General’s Medallion, the Arthur S. Patricia McGinnis is President and CEO of the nonpartisan, nonprofit Council for Excellence in Government. The Council's mission is to improve the performance of government at all levels and to strengthen the connection between citizens and their government. Among major Council initiatives are its leadership programs for senior career managers in the federal government and for Presidential Appointees and White House Staff, organized at the request of the Bush and Clinton administrations. The Council's Center for Democracy and Citizenship organizes bipartisan retreats for legislators in the U.S. Congress and also at the state level. A central theme of Mr. Metzger's practice is the representation of technology-driven companies in highly regulated industries. These include "Reforming Post-Cold War Arms Sales Policy: The Crucial Link Between Exports and the Defence Industrial Base," Journal of Strategic Studies (Dec. 1995; Dr. Christopher Layne, co-author), and "Communications Convergence," The Computer & Internet Lawyer, Vol. 18, No. 10 (October 2001; Benjamin Broderick, co-author). Jorge Rosenblut previously served in the Chilean government at the senior level for nearly seven years, until November 1996. He was appointed Undersecretary General of the Presidency by President Eduardo Frei in June 1995, where he was in charge of coordination tasks within agencies of the Executive Branch for al major issues concerning Strategic and/or two or more Ministries. He also had major responsibilities for liaison with the legislative branch and main actors of the private sector.

During 1994, he served as Undersecretary of Telecommunications appointed by President Frei, with full responsibility for the formulation of standards and the oversight of services provided to the users. During this period, Mr. Rosenblut was directly responsible for the successful implementation in less than a year, of highly competitive long distance multicarrier system in Chile. Between 1990-94, under President Patricio Aylwin’s administration, Mr. Rosenblut served as Inter-Ministries General Coordinator, Ministry Secretary General of the Presidency, where he was responsible for the coordination of key tasks carried out by the Cabinet.

Before becoming the official for the Chilean Government, Mr. Rosenblut worked as a specialist in Public Sector Management for World Bank in Washington D.C. He acted as project officer on structural adjustment, privatization and technical cooperation projects with the Public Sector in Venezuela, Colombia, Mexico, Argentina, Bolivia, among others countries.

Nitze Award for Excellence in International Security Policy for his work on the Middle East Peace Process.Mr. Sebright began his career in government in 1985 with the Defense Intelligence Agency and has lived and worked overseas extensively, conducting intelligence liaison with senior foreign government officials on behalf of his agency.

Mr. Sebright was sponsored by the Defense Department at the John F. Kennedy School of Government at Harvard University where he completed a year-long Mid-Career Master's Degree in Public Administration in June of 2001. He earned his BA in International Affairs from the George Washington University in 1984 and completed the coursework for a Masters in National Security Policy in 1988. Mr. Sebright speaks conversational French and basic German, Russian, Chinese, and Hebrew.


Mr. Daniel D. Sheffey, MPP 1989

Dan Sheffey is President of General Management Group, a real estate investment firm. This private company is concerned with acquiring, developing and managing commercial and residential properties in Central Pennsylvania.

Previously, Mr. Sheffey worked 12 years as a management consultant with A.T. Kearney and Booz Allen & Hamilton. He served both public and private clients in the operations area, much of it overseas. Mr. Sheffey served in the Peace Corps in Honduras from 1984 to 1986 as a business advisor to agricultural cooperatives.

Sheffey holds an MPP degree from the Kennedy School at Harvard University and a BS degree from the Wharton School at the University of Pennsylvania.

Mr. Sheffey is married to Ellen Schmidt MPP 1989, and they have 3 children, Rachel, 8, David, 6, and Rebecca, 1. He is a member of Trinity United Methodist Church, where he is on the Finance Committee and sings in the choir. He is also a member of the PA Trappers Association, National Rifle Association and Safari Club International.

Mr. Sherr, after recently completing the Kennedy School’s Mid-Career Program, returned to his position as Senior Fellow at the National Endowment for Financial Education. Prior to this position, he was the United States Trustee for the region based in San Diego. There he supervised and administered bankruptcies in San Diego, Hawaii, Guam and the Northern Mariana Islands.

Previously, Mr. Sherr was the compliance officer for First Interstate Bank and a compliance examiner for the Federal Reserve Bank of San Francisco. While in private law practice in Los Angeles, he volunteered as a judge pro-tem in the Beverly Hills Municipal court from 1989-1994.

From 1999-2003, Mr. Sherr served on the Historical Resources Board for the City of San Diego.

Most recently Heather served as the Director for Economic Development of the Civic Committee. Prior to joining the Civic Committee, Heather served as Assistant to the CEO of LaSalle National Bank and as a Program Officer for the Steans Family Foundation. In addition, she has worked for two state governments – as a Budget Analyst for the Illinois Bureau of the Budget and as the Budget Director for Department of Industry, Labor and Human Relations in Wisconsin. She was also a Senior Consultant at Ernst & Young.

Heather’s current affiliations include chairing the board of the Donor’s Forum; serving as a Director for WBEZ Public Radio, the Erikson Institute and Suburban Job Link; and as an Advisory Board Member of the University of Chicago’s School of Social Service Administration.

Heather received her undergraduate degree in Urban Policy from Princeton University and a master’s degree in public policy from the Kennedy School of Government at Harvard. Having just had her third child, Heather is now joining the ranks of the stay-at-home but work harder-than-ever moms.

Donald M. Stewart has been President and Chief Executive Officer of The Chicago Community Trust since 2000. Previously, he served as President and Chief Executive Officer of the College Board for 12 and one half years and an adjunct lecturer at the Kennedy School of Government for three years. From July 1, 1999 until June 1, 2000 he was Senior Program Officer and Special Advisor to the President of the Carnegie Corporation in New York City. Stewart is the former president of Spelman College, in Atlanta. He also served as an associate dean and assistant professor at the University of Pennsylvania, and as a staff member of the Overseas Development Division of the Ford Foundation with assignments in Nigeria, Egypt, and Tunisia.

A former member of the Mayo Clinic’s Board of Trustees and the Kennedy School of Government’s Visiting Committee, Don Stewart is also an advisor to or trustee of the Independent Sector; Common Cause; Grinnell College; the Committee for Economic Development; The New York Times Company; the Campbell Soup Company; and Sotheby’s.

Stewart earned his Bachelor of Arts degree at Grinnell College in 1959, with highest honors in political science. He received a Master of Arts in political science as a Woodrow Wilson Fellow at Yale University in 1962. At Harvard, he earned Master of Public Administration and Doctor of Public Administration degrees at the Kennedy School of Government in 1969 and 1975, respectively. In addition, he studied international law, organization, and economics at the Graduate Institute of International Studies in Geneva, Switzerland, from 1960 to 1962, and completed the Advanced Management Program at the Harvard Graduate School of Business Administration in the summer of 1983.

Stewart is a native of Chicago, where he graduated from McCosh Grammar School and Hyde Park High School. He is married to Isabel Carter Stewart and they have two sons, Jay and Carter.

Bob Suh is Accenture’s chief technology strategist and global managing partner for growth and strategy. He is responsible for setting the firm’s corporate strategy and technology strategy.

Bob brings 20 years of experience in leading technology businesses, consulting to top management on information technology issues, and executing and managing large-scale corporate restructuring projects and turnarounds. He has worked for the chief executives of a number of Fortune 100 firms in major restructurings and has achieved substantial operating and shareholder returns in his work.

Prior to joining Accenture, Bob was a senior officer of Perot Systems Corporation, reporting to Ross Perot, where he was president of the systems integration business and served as the business lead for M&A and investor relations. During his tenure at Perot, Bob led deals comprising a quarter of the firm’s revenues and helped quintuple the firm’s institutional investor holdings. Bob was also a managing partner and member of the executive committee at CSC Index where he was responsible for leading the global reengineering practice and managing the firm’s headquarters office.

Bob was named as one of the Top 25 Consultants in 2005 by Consulting Magazine. He is a member of the Technology Advisory Board for the U.S. Visit program in the Department of Homeland Security. He also serves on the advisory boards of Rho Capital and Memento Software. Bob lives in Brookline, Massachusetts with his wife and three children.

Tee currently manages a professional practice, Taggart Associates, and is actively engaged as an advisor and investor in early stage business ventures. She serves as a Director on two NYSE corporate boards and as a Trustee and endowment investment committee member for several major non-profit organizations.

Corporate board directorships held by Tee are at Albemarle (ALB) and Lubrizol (LZ). ALB is an S&P Mid-Cap company with leading global specialty materials franchises in refinery catalysts, polymer additives, and fine chemicals. LZ is a Fortune 500 company, globally pre-eminent in lubricant additives and advanced performance materials. She is a member of the Audit Committees of both of these companies. She also serves on the Governance Committee at ALB and on the Organization and Compensation Committee at LZ.

An active member of a number of nonprofit and professional organizations, Tee is a Trustee of Reed College, where she is a core member of the Endowment Investment Committee. She is also an Investment Committee member at the national Phi Beta Kappa Society Foundation and a member of the Dean’s Leadership Advisory Council (DALC) at Harvard’s Kennedy School. She has taught graduate level courses in finance at several universities in the Boston area. Her professional affiliations include the Boston Society of Security Analysts (BSAS), the National Association of Corporate Directors (NACD) and the New England Chapter (NACDNE).

For twenty-four years, Tee was a Partner and Senior Vice President at Wellington Management, a global investment company for pension fund, endowment, and mutual fund clients. She joined Wellington in 1983 and had an instrumental role in growing this firm from less than $5 billion in assets under management to over $500 billion when she left at year-end 2006. From 1992 through 2006, she had firm-wide responsibility for global investments in publicly traded stocks of companies in specialty and basic chemicals, environmental services, and innovative materials industries with active portfolio management of over $1 billion in equity investments in these sectors. From 1983 to 1992, she pioneered the development of a credit research department with portfolio management, client service and marketing responsibilities for rapidly growing high yield bond portfolios. For six consecutive years (2000-2006), she was annually recognized as one of “The Best of the Buy-side” by Institutional Investor. Prior to joining Wellington, for over a decade Tee held a number of management positions in the public sector where she worked in legislative, regulatory, state and regional levels of government.

She holds a Ph.D. from the Massachusetts Institute of Technology (M.I.T.), a Masters from the Kennedy School of Government at Harvard University, and graduated magna cum laude from Smith College.

Tee and her husband, Jack Turner, live in Cambridge MA. They have two grown children and a grandson.

Joseph B. Tompkins, Jr.’s experience includes service with the Criminal Division of the United States Department of Justice from 1979-1982, where he served as Deputy Chief of the Fraud Section from 1980-1982. During his tenure at the Justice Department, Mr. Tompkins prepared a report issued by the Attorney General entitled “National Priorities for the Investigation and Prosecution of White Collar Crime.” He also has served as Chairman of the American Bar Association Task Force on Computer Crime. Mr. Tompkins' practice includes a variety of civil and white collar criminal litigation matters. In recent years, Mr. Tompkins has represented corporate and individual clients in connection with complex internal investigations, Securities and Exchange Commission investigations, Inspector General investigations and federal grand jury investigations concerning alleged fraud, corruption and antitrust violations.

Mr. Tompkins served as a member of the Board of Health Professions in the Commonwealth of Virginia during the period 1984-1992, and as Chairman of the Board during 1986-88 and 1990-91. In 2001-02, he was part of a bipartisan group of outside advisors that provided advice to the Secretary of Defense on the legal standards and procedures to be followed by the military tribunals created by Executive Order.

Stacey Gillis Weber graduated with a B.S. Econ. from the Wharton School at the University of Pennsylvania in 1985. She received her M.P.A. from the John F. Kennedy School of Government at Harvard University in 1990.

Ms. Weber most recently served as President of the Horace Mann Parents Association and remains on its Executive Board. In her professional life, Ms. Weber served as Director of Development at the Beginning with Children School, a model public elementary school in the Williamsburg section of Brooklyn, NY, and at WNET-13, the flagship station of the Corporation for Public Broadcasting. Ms. Weber began her career at Drexel Burnham Lambert in the Municipal Finance Department.

Ms. Weber formerly served on the Board of Trustees of the Horace Mann School in Riverdale, NY. She also served on the Board of Trustees of Choate Rosemary Hall in Wallingford, Connecticut, where she chaired the Long Range Planning and Student Life Committees and served on its Executive Board.

Ms. Weber and her husband Jeffrey (M.B.A. ’90) reside in New York City with their son and daughter.

Thomas G. White is The Global Head of Leveraged Finance at Banc of America Securities (BAS). Mr. White joined BAS in May 1994 as Managing Director of High Yield Trading.

Prior to joining BAS, he worked with Morgan Stanley, which he joined as an investment-banking associate in the Public Finance Group in 1984. He transferred to the High Yield trading desk in 1985, and since then has traded the full range of high yield and distressed bonds, including bank debt and emerging market debt.

During 1993, Mr. White moved to London to head Morgan Stanley’s global high yield and emerging markets effort. There he worked both as a trader and as a manager of high yield, emerging markets, and loan sales, trading and research desks.
Mr. White earned a BA from Notre Dame in 1977, an MPA Harvard in 1982, and an MBA from the Wharton School of the University of Pennsylvania in 1984. He was a fellow of the American Institute of Economic Research in 1982, and studied international relations at the graduate school of the London School of Economics. He was born in April of 1955 in Springfield, MA.

Fletcher H. “Flash” Wiley graduated with honors from the United States Air Force Academy in 1965, and continued his studies as a Fulbright Scholar in Paris, France at L’Institut Des Etudes Politiques. Following service as a Captain in the U.S. Air Force, Mr. Wiley resigned his commission to pursue graduate studies. In 1974, he received his Masters in Public Policy from Harvard’s Kennedy School of Government and his law degree from Harvard Law School.

For more than two decades, Mr. Wiley worked as a practicing attorney concentrating in the areas of corporate and commercial law, small business development, entertainment law, and real estate. On September 1, 1996, Mr. Wiley resigned as a Senior Partner with the Boston Law Firm of Goldstein & Manello, P.C. to join PRWT Services, Inc., a Philadelphia based products and services company, as a principal of the company and its Executive Vice President and General Counsel. In 1999, Mr. Wiley became President and Chief Operating Officer of PRWT Holdings, the entity created to manage the growing family of PRWT enterprises.
Mr. Wiley has served as a Director of several for-profit business organizations, including three public companies. He is currently a Director of the TJX Companies, Inc. (NYSE). He is also “Of Counsel” to Bingham McCutchen LLP, one of the nation’s largest law firms, where he specializes in corporate and commercial law. Additionally, Mr. Wiley is an investor and principal in several commercial real estate development and management ventures.

Mr. Wiley is extensively involved in civic and charitable activities. For example, in 1984 he founded and chaired until 1990 the Governor’s Commission on Minority Business Development. He also served as a Director of the Economic Development and Industrial Corporation of Boston from 1980 to 1993. In 1994, he stepped down from a seven-year involvement as President, and then National chairman, of the Black Entertainment and Sports Lawyers Association, Inc., to assume a two-year term as Chairman of the Board of the Greater Boston Chamber of Commerce. He is a benefactor of Crispus Attucks children’s Center, Inc.; a founding member of the Harvard Law School Black Alumni Organization; a former Director of the New England legal Foundation; and Overseer of the New England Region Anti-Defamation League. He is also the recipient of numerous civic and professional awards.

Mr. Wiley is a member of the Bars of the commonwealth of Massachusetts and District of Columbia, and belongs to the American, National, and Massachusetts Bar Associations.

He and his wife, Benaree Pratt Wiley, reside in Brookline, Massachusetts. They have two children Pratt (30) and B.J (28).

Mr. Wilfred Wong Ying-wai is the Executive Vice Chairman & C.E.O. of Mission Hills Group, a company focusing on golf and diversified leisure industry investments, Mission Hills Group is China’s pioneer in developing the leisure industry and is currently the largest golf resort in the world. Prior to joining Mission Hills, Mr. Wong held several senior positions in both the public and private sectors.

Since 1992, Mr Wong has held senior management positions in a number of well-known Hong Kong listed companies in the property development and construction business. In 1994, he founded China Investment Group Limited, making investments in infrastructure projects in the Chinese Mainland. He was a member of the Basic Law Consultative Committee and the Preparatory Committee of the HKSAR. Currently, Mr Wong is a Deputy to the Tenth National People’s Congress of the PRC.

Mr. Wong’s public service continues through his participation in a number of councils and committees. He is the Chairman of the Court and Council of the Hong Kong Baptist University, Chairman of HKSAR Social Welfare Advisory Committee, a Board Member of HKSAR Airport Authority, Tourism Board and Hong Kong Film Development Council, Chairman of Hong Kong International Film Festival Society Limited and Chairman of the Business and Professionals Federation of Hong Kong, among his other positions.
