The Administration of Juan Manuel Rivera

This is a public management case set in the Puerto Rican Department of
Labor.  Rivera, as the new secretary of labor, decides to depart from
the traditional aloofness of high officials, mingling with lower-level
employees, and eating in the department cafeteria.  He must deal,
however, with rising expectations of access on the part of the Labor
Department work force, as well as with the norms of Puerto Rican
government as practiced outside his agency.
