“The Mass Atrocity Response Operations Project: Concepts & Issues”

MARO Project Founder, Faculty Director and Carr Center Faculty member Sarah Sewall, along with Project Director Sally Chin, COL William Flavin (ret.), Chief of Doctrine, Concepts, Education and Training Division, Peace Keeping and Stability Operations Institute and COL Dwight Raymond (ret.), the PKSOI MARO Representative will be speaking on the unique issues involved in military planning for a mass atrocity response operation.

The Mass Atrocity Response Operations Project (MARO) is a Carr Center-based project and is supported by the U.S. Army's Peacekeeping and Stability Operations Institute (PKSOI). The Project aims to advance thinking and preparation for military options to prevent and halt mass killings of civilians.



The MARO Project is a program of the Carr Center for Human Rights Policy, Kennedy School of Government, Harvard University
with support of the U.S. Army Peacekeeping and Stability Operations Institute.
