The Measurement & Human Rights program seeks to collaborate with states and international organizations to develop sound evidence-based policy.

The Program seeks to identify and address some of the primary measurement challenges for funders, governments, and the United Nations

1. Accurately describing the extent of the broadest possible range of human rights problems, in order to set priorities.
   
   
2. Monitoring changes over time.
   
   
3. Measuring impact of their giving (assessing whether invested funds in a specific change project delivered the desired return).
   
   
4. Comparing ‘returns’ on investments across the portfolio, in order to evaluate which approaches solve problems most effectively.
