governments, and the United Nations

Accurately describing the extent of the broadest possible range of human
rights problems, in order to set priorities.

Monitoring changes over time.

Measuring impact of their giving (assessing whether invested funds in a specific change
project delivered the desired return).

Comparing ‘returns’ on investments across the portfolio, in order to
evaluate which approaches solve problems most effectively.
