Organizational impact assessment in specific fields has been one of the most difficult
areas of measurement, according to practitioners.
Currently, the community of human rights practitioners is comprised of two
basic groups: those who have begun to develop quite sophisticated models of impact
assessment and those who still cling to the belief that measurement is fundamentally
at odds with the culture of human rights activism.
The Measurement & Human Rights Program seeks to reach out to everyone, especially
those who occupy a middle ground, believing that measurement is a valuable
endeavor and yet lacking the resources to realize their measurement goals.
