People
The Measurement & Human Rights Program seeks to create links among academics, students, NGOs, government and the UN, and the media, bridging the traditional divide between practitioners and academics. At the Carr Center, the program relies on dedicated faculty members, research fellows, and students in addition to the core staff. The program also welcomes people from outside the Carr Center at frequent events and conferences.

Andrea Rossi, Director
Andrea Rossi, former Carr Center for Human Rights Policy Fellow, is the director of the Measurement & Human Rights Program. Prior to coming to the Carr Center, he was a United Nations officer for more than 8 years, working on evidence-based policy on human rights.
Trained as a development economist, he is member of the faculty of the International Programme for Development Evaluation Training (IPDET) for the World Bank, and teaches courses in Europe on research methods with hidden and marginal populations, on development economics, and human rights public policy.

Professor Jacqueline Bhabha
proessor Jacqueline Bhabha is Adjunct Lecturer in Public Policy. A graduate of Oxford University, she is the executive director of the University Committee on Human Rights Studies at Harvard University and a lecturer at Harvard Law School. From 1997 to 2001, she directed the Human Rights Program at the University of Chicago.
Prior to 1997, Ms. Bhabha was a practicing human rights lawyer in London, and before the European Court of Human Rights in Strasbourg. She has written extensively on issues of migration and asylum in Europe and the United States. She teaches international human rights and refugee law, and she serves on the board of the U.S. section of International Social Services.
In the MHR program, Professor Bhabha collaborates in the program area on children's rights: "Do Children Count?"
Professor Stephen Marks
Professor Stephen P. Marks, is the François-Xavier Bagnoud Professor of Health and Human Rights at the Harvard School of Public Health, where he directs the Program on Human Rights in Development. He also teaches human rights in the Faculty of Arts and Sciences at Harvard College.
He is member of the UN High-Level Task Force on the implementation of the right to development established by the UN Commission on Human Rights, and the Economic and Social Council.
With the MHR program, Professor Marks collaborates in the project Methodological Issues of Qualitative and Quantitative Tools for "Measuring Compliance with the Right to Development".
Professor Christopher Stone
Professor Christopher Stone is the Daniel and Florence Guggenheim Professor of the Practice of Criminal Justice. His current research focuses on comparative approaches to police accountability and the internal alignment of national criminal justice systems.
From 1994 to 2004, he served as director of the Vera Institute of Justice, where his own work focused on institutional reform of police, prosecution, and public defense services both in the United States and internationally. Stone also serves as chair of Altus, an alliance of nongovernmental organizations and academic centers in Russia, India, Nigeria, Chile, Brazil, and the United States that are jointly pursuing justice sector reform.
In the MHR Program, Professor Stone collaborates in the area of Measuring Police Violence.

Luis Eduardo Zavala, Visiting Professor
Luis Eduardo Zavala is a professor of Theory of Law and Ethics and Leadership in the Exercise of Public Service at the Law Master Program of the EGAP. At the undergraduate level, he teaches a course on International Politics and Human Rights and Human Rights International Instruments. At EGAP, he is part of the International Law faculty. As a Human Rights expert, he organized the First EGAP Forum on Public Policies and Human Rights.
He is Coordinator of the Group for Establishing the Human Rights Promotion and Defense Criteria in the Policies and Public budget of the Human Rights National Plan of Action draft by the SEGOB, and founder of the Diplomatic Experience Program between the Mexican Foreign Affairs Office (SRE) and the Tec of Monterrey.
With the MHR programs, professor Zavala collaborates in the area of "Evidence Based Policy on Human Rights in Mexico".
