Evidence Based Policy on Human Rights in Mexico
The collaboration between the Measurement and Human Rights (MHR) Program at
Carr Center for Human Rights Policy - Harvard Kennedy School and EGAP/Campus
State of Mexico at Tec de Monterrey will look at the work done by the
Governmental Policy Commission on Human Rights on the implementation of
the National
Program for Human Rights (PNDH).
The National Program for Human Rights (PNDH) was created in 2004 in line with the
framework established by the Technical Cooperation Agreement between the Mexican
government, the UNHCHR and the Vienna Plan of Action.
The main objective of the collaboration will be the support of the National Program
for Human Rights (PNDH ) using a measurement-based evidence approach, working in
the area of methodology (indicators), and research (impact assessment) , addressing
the challenge of how do we measure progress, limits and success
in promoting human rights, ad how the government can assess the impact of
the PNDH more effectively.
The Measurement & Human Rights Program at the Harvard Kennedy School's Carr Center
for Human Rights Policy is specifically designed to bring evidence-based policy and
programming to the realm of human rights policy, and to frame the discussion on the
role of systematic assessment techniques in human rights work.
