This conference explored escalation of force procedures and traffic control point operations. Input from the conference will be used to help shape a new handbook on U.S. military escalation of force procedures. The conference also addressed the role of the civilian in a counter-insurgency campaign, interactions and communication between an occupying force and the indigenous population, and ways to improve rules of engagement and the use of force in order to mitigate civilian harm. The conference was co-sponsored by PKSOI with the support of CALL and featured participants from the military, universities, the U.S. government, human rights groups, as well as journalists.
