Revisiting the Human Right to Water in Bolivia: A Community Perspective on the El Alto/La Paz Water Utility With an exploding population and rapidly diminishing glaciers, this study group will examine the human right to water in El Alto, Bolivia. At one time merely a suburb of adjacent La Paz, El Alto is now the largest and fastest-growing city in Bolivia, due to a trend in movement from Bolivia's rural areas.
