Abstract:	This discussion is about the interface between peacekeeping, peacemaking, and peacebuilding; between the military/political/developmental aspects of the transition from war to peace. In this respect Afghanistan is a new paradigm for United Nations interventions. It is a complex and challenging one. For military, political and developmental action must all play their part in the transition, but in Afghanistan none of those elements are under the control of the United Nations.
