Research Manager, Evidence for Policy Design (EPoD) – Cambridge, Massachusetts, US
Start date: June to August, 2013

EPoD is currently seeking a Research Manager to oversee the management of a set of EPoD research projects. The successful candidate will support the implementation of a wide variety of research projects. The Manager will work with counterparts across Harvard University and with partner organizations such as the Abdul Latif Jameel Poverty Action Lab (JPAL), Innovations for Poverty Action (IPA) and the Center for Economic Research in Pakistan (CERP) to develop and implement research management strategies. The position offers an opportunity to work closely with economists doing empirical research in international development. This position is based in the US but may have the option of travel to field locations, particularly in South Asia and Africa.

Responsibilities:

  • Contribute to management of a variety of EPoD research projects, including oversight of project finances and resources, ensuring timely submission of project deliverables, coordinating with project partners and supporting post-award grant management
  • Provide management oversight to research staff, including U.S.-based and field staff
  • Support in preparing research and policy proposals and publications (e.g. edit, develop and proofread presentations, reports, policy briefs, and research papers), in addition to grant proposals and supporting documents for EPoD research and initiatives
  • Manage grant submission process, including preparation of budget and other proposal components, in addition to coordinating with counterparts within other units or institutions for grant submission
  • Manage hiring and onboarding processes for new research staff and fellows
  • Support oversight and systems for secure data management and ethical use of human subjects in large field-based research  studies
  • Web site content and communications development and management
  • Others, as required

Basic Qualifications: Master's degree in public policy, international development or related field and two to three years of related experience. Bachelor's candidates will be considered in exceptional cases. Strong interest in public policy and economic development in low-income countries. Coursework in empirical methods, including econometrics and economics. Excellent English oral and written communication skills. Experience in financial management and field research. Computer literacy (including Microsoft Word, Excel and PowerPoint) and computer research skills are vital. Some travel may be required.

Preferred Qualifications: The candidate must have a strong ability to integrate research and policy into coherent and effective written materials. The candidate should be well organized, able to prioritize, have a strong attention to detail and be able to manage multiple assignments simultaneously. The position requires strong interpersonal skills, the ability to interact well with faculty, staff, students, and research partners in developing countries. Additional skills in website management and Stata preferred. Experience in private sector and staff management will be evaluated favorably. Previous experience in a research environment and willingness to travel internationally desired.

Summer Intern, Evidence for Policy Design (EPoD) – Cambridge, Massachusetts, US
Start date: June, 2013

EPoD is hiring a summer intern who be involved in laying the groundwork for an exciting new initiative which will gather data on policy actors and policy discourses around the world to feed into a global ‘policy observatory’. Responsibilities would include: research on data sources on policy actors and policy issues (including social media, collaborative websites, crowdsourced data, etc.), survey design, literature reviews, and other tasks as needed. Candidates should have an interest in public policy and development, excellent academic qualifications, knowledge of social media (including twitter), and the ability to take initiative and work independently. Associate Director, Center for Economic Research in Pakistan (CERP) – Lahore, Pakistan
Start date: June 30, 2013

EPoD's partner organization in Pakistan, CERP, is seeking an Associate Director to help lead the growth of this young, dynamic research organization that brings top tier economic research to policy practice in Pakistan.  This position is a unique opportunity for the selected candidate to help build the organization, to position it in the policy world, and to contribute to cutting-edge research in the area of economic development.

Qualifications: Master's degree with 3-4 years of relevant experience, particularly in organizational development, economic research, policy outreach, financial and administrative management, and partnership development. Weight will be given to strength of past work which involves dealing with multi-lateral donor organizations, international research centers, and the government in Pakistan. The candidate should demonstrate a strong interest in economics and development policy, be able to effectively communicate the core work of CERP, and have the ability to interact with key research partners at various levels.

Responsibilities: The Associate Director position requires a combination of higher level financial, administrative and management skills and a keen understanding of the core mandate of CERP to build up its presence in Pakistan and abroad. Main responsibilities include the following:

  • Working with CERP Research Fellows and external principal investigators to support high quality economic research and policy outreach in Pakistan and abroad.
  • Providing administrative, financial and management oversight for all activities at CERP, including developing and ensuring robust systems of financial and administrative management for CERP projects and core activities.
  • Building CERP's capacity to facilitate research projects undertaken by CERP network members.
  • Meeting and building relationships with key partners in governments, NGOs, foundations, and multilateral aid agencies in the region.
  • Representing the organization in Pakistan and abroad.
  • Compiling financial projections for core activities and specific projects.
  • Working with the CERP board and rest of the leadership team to develop and implement strategies for growth, impact and organizational development of CERP.
  • Developing capacity-building partnerships with institutional partners, including liaising with counterparts within other organizations.
  • Directing and contributing to preparation of background material and presentations for trainings and meetings with policy partners in governments, foundations, international development organizations and NGOs.
