The Workshop on "Certification Processes for Biofuels" brought together a group of experts from academia, business and government to address certification challenges for biofuels. Efforts to stimulate an international biofuels market were discussed. Policy issues emerging as countries craft biofuel certification processes to meet EU and US federal and state requirements were reviewed. A set of principles to guide the design of a global market for biofuels was presented by Prof. Ricardo Hausmann, with particular attention given to the need to create "scaffolding" to deal with uncertain regulation in complementary policy arenas. Controversial issues such as enforcement and compliance, accounting for indirect impacts, R&D, and governance were discussed. A report will be produced that can be carried to the G8 environment ministers meeting prior to the full G8 Summit in July, 2009.
