This paper was originally presented at "Testing Testing: School Accountability in Massachusetts and Beyond," a conference held at the John F. Kennedy School of Government on October 11, 2001 and co-sponsored by the Rappaport Institute for Greater Boston and the Program on Education Policy and Governance. It focuses on the MCAS, a standardized test which is designed to gauge whether students are learning what the state says they should learn under a new set of standards. It also is a measurement of whether schools are making progress in boosting student achievement.
