Introduction
What is the Course Materials Office? The Course Materials Office,
or CMO, is a service provided by the Harvard
Kennedy
School
for the distribution of course materials to students either directly in the
form of course packets or indirectly through classroom handouts. Packets
are customized anthologies of xerographically reproduced reading selections
prepared by your instructors.
Some course materials are distributed directly to you in the
classroom and are referred to as "classroom handouts." Classroom
handouts are not distributed by the CMO. If you miss a class and did not
receive a handout, or misplace your handout, you should speak with the
instructor's staff assistant on how to obtain a copy. Please note that you
are term billed for classroom handouts. For additional information, please
see "Classroom Handouts" further below.
Hard cover and paperback textbooks are available at the Harvard
Coop Bookstore located in Harvard Square.
Student in courses jointly listed with the FAS may want to use UC Books to
search the internet for books for those courses.

The CMO and the Copyright Law
The Course Materials Office and the Copyright Law. The Course Materials Office
secures permission from copyright owners to reproduce, for a specified
semester and a specified course, each item used in a Harvard
Kennedy
School
packet or classroom handout. Any further reproduction of this material by
any individual, school or department other than the Course Materials Office
at the Harvard
Kennedy
School
is not authorized and is a violation of the copyright law of the United States
(Title 17) and may result in civil and/or criminal prosecution.

Please be aware that the CMO performs a number of time-sensitive
duties outside the regular distribution hours noted above. While the CMO
may be staffed prior to opening and after closing, these activities require
us to strictly maintain our hours. We understand that this may occasionally
be an inconvenience to you, but we will not distribute packets to students
outside our posted hours. If you need to read a packet and the CMO is
closed, please use the reserve copy available at the Harvard Kennedy School
library.

Student Course Evaluations
Student Course Evaluations. Each year, students enrolled in Harvard
Kennedy
School
courses evaluate those courses. They rate such things as the overall
quality of the course, faculty effectiveness and the utility of the readings.
The Student Course Evaluations guidebook gives the results of the course
evaluations for courses offered during the previous academic year. Copies
of the Student Course Evaluations are available for review at the CMO and
are placed on reserve at the Harvard Kennedy School library. You
can also access the Student Course Evaluations by logging on the HKS

How You Pay for Course
Materials: Your Term Bill Account
Your Harvard University
student identification card functions like a charge card. Please present
you HUID card in order to purchase a packet. All your packet purchases are
term billed using your I.D. number.
The CMO sends your term bill to the Student Billing Office
monthly. The amount that appears will be cumulative, not itemized. If you
need an itemized report of your purchases, please stop by the CMO and we
will print a report for you. Or send an email and we will respond with a pdf attachment.
Non-Harvard University students and non-Degree bound
students (e.g., Fellows, auditors) can pay by either Mastercard
or Visa.

Cost of Course Materials and
Classroom Handouts
Here are reports on the cost of course materials from Fall 2003 to
the most recently completed semester. The reports include the cost of
course packets available through the CMO, books ordered through the Harvard
Coop and classroom handouts distributed by faculty.
The CMO is
required to recover the cost of copying and any copyright fees for
materials ordered through this office for distribution to students outside
of the CMO. Students are billed for classroom handouts after the semester
ends (the cost of classroom handouts is included in the reports below).

"Sold Out" Packets
What do I do if the packet I want is marked "Sold
Out?"
Please come
to the CMO window and let us know that you want a copy of the sold out
packet. The packet you need will be added to our reorder list. During the
first two weeks of the semester, a simple "tick" mark is placed
next to every request we receive. The "tick" marks represent
a "blind tally." It is important for you to understand that the
packet is not being ordered specifically for you. However, we will order
two to three times the number of "tick" marks accumulated. This
approach minimizes the chance that we will sell out again. However, it is
in your interest to stop by the CMO the following morning when we open at
9:30am to maximize your chance of purchasing a reordered copy.
Sold out packets are not automatically reordered. The CMO only
reorders those packets for which we receive requests. If there are no
requests for a reorder, then no copies of that packet are reordered.
Can I reserve a packet in my name? After the first two weeks of
the semester, the CMO switches to pre-pay system for sold out packets. With
this system, the packet is paid for in advance, ordered and held
specifically under your name. Your packet will be held for you through the
end of the semester.
When will the reorder be ready? Reordered packets are
generally available the following morning. It is recommended that you stop
by the CMO when we open and check the Packet Availability Board. If the
packet is still marked "sold out," check later in the morning.
After the reordered packet is received, the "sold out" marker is
removed.
What do I do in the meantime? At least one copy of every
packet is placed on reserve at the Harvard Kennedy School Library. You can
check out a packet for three hours during the day or, if borrowed within
three hours of closing, overnight. Packets checked out overnight are due a
half hour after the library opens.
What if I am not a Harvard Student? Cross-registered students can
check out packets on reserve by obtaining a Special Borrower's Card from
Widener Library's Special Privilege Desk. You will need to produce your
cross-registration form to get the card. You can still check out a packet
for the allowed time prior to getting your card. The library will retain
your school identification card until you return the packet.
