In
recent years, the issue of racial disparity at various stages
of the criminal justice process has received an increasing
amount of public attention. It is important to understand
from the outset that this report is not about looking for
racial bias, racial profiling, or intentional discrimination
within the Seattle Police Department. Instead, this report
seeks to understand how the priorities, constraints, strategies,
and tactics of local drug enforcement decisions might be
related to racially disparate outcomes.
