Description

Teaches how the U.S. national security establishment has evolved its structure and management practices over time in order to execute security policy. Concentrates on the Department of Defense but covers other principal national security agencies as well. Designed to prepare students who anticipate careers in these agencies or are generally interested in issues concerning the public management of large, complex organizations. Topics include: the legal framework for national security organizations (including the national command authority); principles guiding organizational structure; long-term planning procedures; the resource-allocation process; management of conventional combat operations; homeland security, crisis management; system-acquisition policy; and human resources management. Students will be required to develop realistic organizational and policy options and to produce professional products as assignments, such as concise memos, briefings, and oral and written policy guidance and committee reports.
