Students must be registered officially from the time they matriculate at Harvard until they complete their doctoral degree. PhD candidates are required to pay full tuition during their first two years. In years three and four, they are charged tuition at a reduced rate; thereafter, they are charged a Facilities Fee while in residence.

PhD in Public Policy fellowships are merit-based. Applicants are automatically considered for financial assistance once their applications are reviewed by the Admissions Committee. The fellowships cover students' tuition for four years, and provide a stipend for their first and second years. Students are guaranteed fellowships during their completion year so they are able to focus on finishing their dissertations.
We encourage students to take on teaching fellowships and research assistantships during their third year. Students' eligibility for research assistantships generally hinges on whether they develop working relationships with an advisor at a research center, or with faculty members who have independent research grants. Funding may be available to our students at Harvard research centers.
Additional funding is available to our students when they are writing – or preparing to write – their dissertations at their pre-prospectus stage, post-prospectus stage, and during their fourth year.
The application for the 2016-2017 academic year will be available in mid-August 2015.
