2008-2009 Lecture Series Comes to a Close
The Kokkalis Program staff would like to thank the Harvard and greater Boston communities for their continued support of the Program’s endeavors, including the 11th annual lecture series, which concluded on May 11th with a talk by Dr. Elizabeth Prodromou of Boston University. Dr. Prodromou’s presentation was co-sponsored by the Weatherhead Center for International Affairs Religion and Politics Seminar Series.
This year’s event schedule featured 20 policy makers, practitioners and scholars from across Europe and the United States, and whose topics ranged from the geopolitics of energy to the global economic crisis. Notable speakers included H.E. Sergei Stanishev, prime minister of Bulgaria; H.E. Mladjan Dinkic, deputy prime minister and minister of regional development and economy of Serbia; and, in collaboration with the Center for European Studies’ Challenges of the Twenty-First Century: European and American Perspectives series, José Manuel Barroso, president of the European Commission, European Commissioner for Health Androulla Vasssiliou, and European Commissioner for Environment Stavros Dimas.
The Kokkalis Program also continued an ongoing mayoral series with addresses by the mayors of Tuzla, Bosnia-Herzegovina; Nicosia, Cyprus; and Chisinau, Moldova, and brought 12 outstanding doctoral students to Harvard for the two-day Graduate Student Workshop. The 2009-2010 series, which will be announced in August, promises to continue a long tradition of candid, substantive dialogue on Southeast Europe at Harvard, and to open new frontiers of discourse on the region’s engagement with the EU, the United States, Russia and other regions and international organizations. Serbian Deputy Prime Minister Offers Unique Perspective into Eastern European Economic Climate
H.E. Mladjan Dinkic, Serbia's deputy prime minister and minister of economy and regional development, delivered a public lecture entitled "Serbia -- Challenging the Crisis," at the Harvard Kennedy School on Tuesday, 28 April.
The lecture offered participants an in-depth look into the challenges faced by Serbia's economy in the midst of a global economic downturn, as well as opportunities for competitiveness, innovation and regional growth.
Dinkic was named a deputy prime minister in July, after serving as Serbia's minister of economy and regional development since 2006. Previously, in 2004-2006, he served as Serbia's minister of finance - a position in which he received considerable acclaim, including Euromoney Magazine's 2007 Finance Minister of the Year award. From 2000-2003, Dinkic served as the governor of the National Bank of Serbia.
An economist by training, Dinkic is also an assistant professor of the theory and planning of economic development at the University of Belgrade School of Economics. He is also a founding member of the NGO Group 17, which has since transformed into leading political party G17+. Since 2006, Dinkic has served as the president of G17+.

21st Century Governance in an Era of New American Leadership is a four-day Harvard Kennedy School executive training program designed to offer participants analytical and problem-solving tools that are critical for advancing important individual and organizational goals and vital for generating, managing and leveraging innovation in an era of growing global complexity. It also offers strategic insights critical to understanding the Obama administration, and how U.S. political realities and institutional pressures may challenge its chances for success.
Led by faculty who are luminaries in their fields, 21st Century Governance in an Era of New American Leadership is designed exclusively for senior professionals in the public and nonprofit sectors in Southeastern and East-Central Europe. Administered by Harvard’s Kokkalis Program, the program will be held in Athens, Greece at the state-of-the-art facilities of Athens Information Technology (AIT).

Preston Keat to speak at the Harvard Kennedy School
Preston Keat, a director of research at the Eurasia Group, will deliver a public lecture on March 19 at Harvard’s John F. Kennedy School of Government. Keat will discuss his acclaimed new book, The Fat Tail: The Power Of Political Knowledge for Strategic Investing, co-authored with Eurasia Group President Ian Bremmer. The lecture, sponsored by the Kokkalis Program, will begin at 4:15 p.m. in the Neustadt Classroom, Rubinstein Building, 79 JFK Street, Cambridge.
Keat is director of research for Europe and Eurasia at the Eurasia Group, the leading global political risk research and consulting firm, with a specific focus on Poland and Hungary. He played a key role in developing the pioneering Global Political Risk Index (GPRI) methodology, and continues to participate in innovative research projects with Eurasia Group’s comparative analytics practice. Keat is also a visiting professor at Columbia University’s School of International and Public Affairs.
The event is free and open to the public.

Harvard University Hosts Bulgarian Prime Minister - H.E. Sergei Stanishev Gives Keynote Lecture on Bulgaria’s Regional Role
History was made on 29 September 2008 at Harvard University, where Bulgarian Prime Minister Sergei Stanishev delivered a public address entitled “Bulgaria as a Stabilizing Factor in Southeast Europe and the Black Sea Region.” Organized by the Harvard Kennedy School’s Kokkalis Program, it was the first lecture at Harvard by an active Prime Minister of Bulgaria, and received an enthusiastic reception by Harvard students, faculty and senior administrators. The event, which was co-sponsored by Harvard’s Minda de Gunzburg Center for European Studies, highlighted Bulgaria’s crucial role in the development of Southeast Europe and the Black Sea Region.
In his address, Stanishev outlined several key points, first noting Bulgaria’s crucial role in the recent transformation of Southeast Europe from the powder keg of Europe to a region of ever-increasing cooperation, stability, and development. He argued for the importance of striving toward European Union and NATO membership, crediting both organizations with promoting democratization, good governance and economic prosperity in the region. Stanishev recommended that European nations reach agreements on energy and environmental goals, and called for the promotion of neighborly and constructive relations with Russia, Georgia, and South East European nations.

The 2009-2010 Kokkalis Fellowship Now Open for Application
The Kokkalis Program strives to support individuals committed to invigorating the
public sector in Southeastern and East-Central Europe by providing fellowships for
study at Harvard’s John F. Kennedy School of Government.
Eligible to apply for a 2009 Kokkalis Fellowship are natives of Albania, Bosnia-
Herzegovina, Bulgaria, Croatia, Greece, Hungary, Kosovo, the Former Yugoslav
Republic of Macedonia, Moldova, Montenegro, Romania, Serbia, Slovenia and
Turkey who are applying for one of the following degree programs: Master in Public
Policy (MPP); Master in Public Administration (MPA2); Mid-Career Master in Public
Administration (MC/MPA); Master in Public Administration in International
Development (MPA/ID).
Those with academic and/or professional backgrounds in one of the following
fields are encouraged to apply: public policy and administration, the non-profit
sector, law, economics, social sciences, or related fields. Applicants should
demonstrate a strong commitment to public service and the region of Southeast
Europe.

2009 Graduate Student Workshop Call for Papers
The Kokkalis Program on Southeastern and East-Central Europe, John F. Kennedy School of Government, and Southeastern Europe Study Group, Minda de Gunzburg Center for European Studies, Harvard University, will hold the 11th Kokkalis Graduate Student Workshop on February 12 and 13, 2009.
Doctoral students are invited to submit proposals for papers to be delivered at the workshop. Proposals should be a maximum of 500 words and should fall into one of three specified thematic units.
