As international trade policies move beyond border barriers such as quotas and tariffs, towards issues that impinge more deeply on domestic policy and sovereignty, these questions are becoming more critical. Pressures to use trade policy to address issues such as intellectual property rights, labor and environmental standards, food safety, agriculture policy, foreign investment, and competition policy are increasing. This means those with a stake in global trade must have a greater understanding of both economics and trade rules, plus a higher level of negotiating skills. The Practice of Trade Policy: Economics, Negotiations, and Rules is designed to provide that training.

Dr. William Overholt served as Head of Strategy and Economics at Nomura's regional headquarters in Hong Kong from 1998 to 2001. Before a brief stint as Managing Director and Head of Research at Bank Boston's regional headquarters in Singapore, Dr. Overholt was at Bankers Trust, managing a country risk team in New York from 1980 to 1984 and then serving as regional strategist and Asia research head based in Hong Kong from 1985 to 1998. While at Harvard, Dr. Overholt will be conducting research on financial reform in Asia, focusing predominantly on China and Japan.

"Bases for a Peaceful and Developing Society in the Islamic World: Rebuilding Afghanistan and Beyond"

Sponsored by the Asia-Pacific Policy Program at KSG, the Boston Research Center and the Pacific Basin Research Center of Soka University of America

The project explored alternatives to a conventional "Western Model" that makes use of specific experience of transitional countries over the past 50 years in the hope of contributing to the creation of viable and productive post-war societies in Afghanistan and its Islamic neighbors. It included elements of "society-building," thus going beyond what was once called "nation-building," as a basis for international planning for postwar development.
