Please join us for this weeks "Carr Talk and Coffee," where students, faculty, and staff can get together and discuss their work/interests in an informal setting. Coffee and donuts provided, and will be followed by a presentation from Leonardo Vivas, Carr Center Associate: A Backlash Against Human Rights in Latin America? After democratization began in Latin America after around 1978, one can isolate two periods: one, corresponding to the establishment of democratic regimes across the board, where human rights advanced at a quick pace; and a second, where the trends are more mixed: advances in some areas, setbacks in others. So, can we speak about a backlash?
