The issue of governance: archaism versus the urgent
need for reform
In this study group, I will present the government's structure: 18
ministers, 8 secretaries of state (deputy ministers), the
President's office and the Prime Minister's office, Parliament and
local government. The discussion will be geared towards the
contradictions between an archaic legal and administrative
framework and the population demand for enfranchisement in a modern
state. How to implement public policies and deliver services?
How to account for the passage from rural life to urban life and
provide the proper infrastructure?
