Transparency for DOTs: Who Measures Up?
"If you can not measure it, you can not improve it." - Lord
Kelvin Performance measurement and transparency are the new buzzwords
for the public sector, but what are state departments of
transportation really doing about it? Our speaker today is
Steve Poftak, executive director-Rappaport Institute for Greater
Boston. Steve will examine the fundamental reasons for
transparency and examine some examples of good and bad execution of
performance measurement by state DOTs.
Before becoming the executive director of the Rappaport Institute
for Greater Boston, Steve was the director of research and director
of the Center for Better Government at the Pioneer Institute for
Public Policy Research. He has led research projects and authored a
number of papers on transportation policy, government efficiency,
municipal finance, and job creation. Steve also worked at the
Commonwealth of Massachusetts's Executive Office for Administration
and Finance, where he managed the $1.3 billion capital budget and
prepared the state's quarterly cash flow reporting. He holds an MBA
from Babson College and a BA in Political Science from Middlebury
College.
