REPORTS TO:            Campaigns and Outreach Director

COORDINATES WITH:         Campaigns & Outreach managers and staff, Policy & Advocacy Director, Director of Private Sector Team, Creative Services and Constituency Building Director, Strategic Communications Director, regional offices, fundraisers, Oxfam International colleagues, consultants and key allies.

PURPOSE OF POSTION:     

Provide overall leadership to Oxfam America ’s general campaigning operations. Build and grow flexible campaigning force of field-based and national organizers, capable of delivering against varied issue-campaign and outreach objectives. Supervise campaign organizers and other staff as assigned.   Serve as member of Campaigns & Outreach management team, helping plan and coordinate Oxfam America ’s popular campaigning and constituency building efforts.

PRIMARY RESPONSIBILITIES:

Lead Oxfam America ’s US-based field and national organizing operations

  • Directly lead and manage current organizing operation consisting of seven Field-based and National Organizers, in coordination Lead Organizers assigned to primary issue campaigns (Agriculture, Extractive Industries, and Coffee) and with National Outreach and Training unit.
  • Convene regular planning meetings to coordinate and prioritize popular mobilization, field, and outreach activities
  • Establish national organizing and popular mobilization objectives and plans for OA – long term, annual and quarterly
  • Develop and implement systems for tracking organizer activities and impacts toward outreach and mobilization goals.
  • Work with Campaigns and Outreach Director to build and implement long term plan for growing OA field operation and campaign infrastructure

  Lead Oxfam America ’s national and global popular mobilization activities

  • Oversee project management of popular mobilization activities for existing campaigns and key opportunities, including house parties, phone banking, speaker tours, stunts, list sharing projects, weeks of action, national canvassing operations, festivals and concert tours, etc.
  • Work with cross-campaign OI Pop Mob and Media group to develop and support U.S.-based pop mob support to OI campaigns

  Professionalize, systematize and strengthen OA’s campaigning capacity

  • Provide and support expert facilitation and strategic guidance to campaign planning
  • Manage development and implementation of communications and organizing tools through rollout of Constituent Relationship Management (CRM) system
  • Continuously develop and test new methods for constituency recruitment and retention (canvassing, house parties, phone banking, flash video, etc). Monitor and evaluate
  • Serve as primary C&O liaison to OA e-Communications and CRM planning and Creative Services implementation teams
  • Work closely with Creative Services staff in the development of cross-campaign organizing tools

  Support and manage key alliances and strategic partnerships

  • Provide leadership and oversight to alliance building with key national campaigning organizations and coalitions (including the ONE Campaign), and global movements

Support development of emerging OA advocacy campaigns

  • Work with Campaign and Outreach Director and with key policy leads to develop potential post-Make Trade Fair Oxfam America campaign plans in emergent areas of interest, including Access to Medicines, Humanitarian campaigning, Trade and Agriculture

Supervise staff, manage resources, provide agency leadership

  • Directly supervise national and field organizers and other staff as assigned. Provide supervision and support to volunteers and interns
  • Develop and manage assigned budgets for Oxfam America and Oxfam America Advocacy Fund (OAAF), assuring effective use of agency resources
  • Actively assure compliance with legal, reporting and financial requirements for direct and grassroots lobbying, and for allocation of time and resources to OA and to the OAAF
  • Develop and manage contracts with outside consultants as needed.
  • Assist Resource Development staff in positioning campaign goals and opportunities for existing and potential funders; help develop proposals for funding and assist with reporting needs
  • Respond in positive fashion to unexpected and urgent needs

Serve as member of Campaigns & Outreach management team, supporting the coordination of Oxfam America ’s popular campaigning and constituency building efforts

  • Provide input on how to balance competing opportunities and needs of each campaign
  • Contribute to OI and OA campaign and strategic planning
  • Work with other Campaigns and Outreach managers to ensure effective communication, coordination and support for best practices across teams, and within U.S Campaigning Operations
  • Maintain overview of overall agency mission and objectives and advise how Trade and other campaigns are best integrated into the agency’s work.
  • Perform other duties as assigned

EXPECTATIONS FOR THE POSITION:

  • The incumbent will be available to shift her/his focus to changing campaigning issues as agency priorities, needs, and opportunities arise

QUALIFICATIONS:

Required:

Education:

  • Masters degree in a relevant field

Experience and Core Competencies:

  • 7-10 years of experience in issue-based or political campaigning or advocacy
  • Minimum of 5 years direct management experience directing issues-based or political campaigning activities
  • Demonstrated experience in developing, implementing and monitoring campaign plans, advocacy and media strategies, and community organizing
  • Experience in building and working in strategic and short-term advocacy alliances.
  • Strong working knowledge of U.S. political system, Congress and the Executive Branch
  • Demonstrated management experience in areas of hiring, performance management, and budgeting
  • Demonstrated ability to manage complex multi-functional projects, staff, and teams.
  • Political sensitivity and good judgment
  • Strong oral and written communication skills and the ability to represent Oxfam to the public
  • Demonstrated leadership experience and capacity to motivate others
  • Excellent public speaking skills
  • Ability to balance multiple demands and deadlines with composure

Desired:

  • Knowledge of international trade issues, international development and human rights
  • Ability to communicate in Spanish or French
