The Program in Criminal Justice (PCJ) co-hosted a Workshop on Indicators in late February, 2013 in Dhaka with the Bangladesh Police.
Participants included: Leaders from the Criminal Investigation Division (CID) of the Bangladesh Police, as well as Managers from various units involved in investigation and training. Presenters included: Mr. Saiful Alam, Deputy Inspector General CID of the Bangladesh Police, and PCJ fellows Mila Cerecina and Andres Rengifo.
The event was inaugurated by the Minister of Home Affairs, the State Minister of Home Affairs, the Inspector General of Police, and the Additional Inspector General of the CID; each of whom reflected on the governance role that they hoped indicators could come to play in the Bangladesh Police.
In the first part of the workshop, participants debated and refined the new indicators of investigation speed and quality that the CID has been piloting over the past 18 months, with support from PCJ. The lively dialogue and astute insights of the participants simulated the reporting, convening, and management skills that unit leaders needed to put the indicators into active use at the CID.
In the second part of the workshop, participants built their skills to define and articulate other ambitions relevant to their units, and to explore the data available to them with which to build measures that could track progress. Participants worked in groups and contributed fresh ideas for how the Bangladesh Police could manage and measure the following challenges:
