Legislation in the 104th Congress Concerning India


This bill would suspend US development assistance for India unless the Presdient certifies to the Congress that the Government of India has taken steps to prevent human rights abuses in India.

This bill condemns the use of excessive force and terrorism by Indian paramilitary forces against civilians in Kashmir.

This resolution would override the Pressler Amendment which prohibits assistance to Pakistan until the President certifies that Pakistan does not possess a nuclear device.

The Volkmer amendment is in this expansive bill. The amendment limits funds for the Development Assistance Fund for India to not more than $65 million.

Condemns the use of excessive force by the Indian military and paramilitary forces in Kashmir and acts of violence by the Kashmiri people. Urges government of India to take further steps to respond to human rights concerns and to safeguard the Kashmiri people's right to due process.

This expresses the sense of Congress that India should be commended for its transition to a free market economy. The US should facilitate this transition by encouraging US companies to invest in India.

This recognizes the Indian government for its willingness to give refuge to displaced victims of religious persecution and its contributions to the cause of religious harmony throughout the world.

This resolution asks Al-Faran to stop all acts of hostage taking and other violent acts within the state of Jammu and Kashmir.

Pakistan should be designated as a terrorist state and extends condolences to families of three diplomats murdered in Karachi.
