Dr. Justin Dargin is an internationally recognized expert on energy markets, climate governance, industrial policy, and economic development in emerging economies. Throughout his career, he has advised governments, multinational corporations, sovereign entities, and multilateral institutions on energy strategy, economic transformation, institutional reform, and long-term development planning. His professional experience includes appointments and advisory engagements with organizations including OPEC, the World Bank, and Shell, as well as briefings for senior United Nations officials on energy, climate, and development policy.
Dr. Dargin is Chairman of Tangelic, an international organization advancing investment-led solutions for energy infrastructure, carbon-market development, and sustainable economic growth across Africa and the broader Global South. A Middle East–North Africa Fulbright Scholar, he was previously a Senior Non-Resident Fellow at the Middle East Council on Global Affairs and a senior scholar at the University of Oxford. Earlier, as an Energy and Climate Research Fellow with Harvard University's Dubai Initiative, he developed the first publicly available policy framework for carbon market development in Gulf energy-exporting states, earning the Harvard University Arab Alumni Association Award for exceptional scholarship on energy and climate policy.
Dr. Dargin is the author of five books and more than one hundred publications on energy, climate policy, and political economy. His books include The Gulf's Climate Reckoning: Decarbonization, Development, and the Future of the Petro-States (Cambridge University Press, 2025) and the forthcoming Sovereignty by Design (Cambridge University Press, 2027). His analysis and commentary have been featured in leading international media outlets, including The New York Times, Financial Times, The Economist, Time, The Washington Post, Bloomberg Asharq, and Al Jazeera.
He holds a D.Phil. from the University of Oxford and an LL.M., magna cum laude, from Georgetown University Law Center and is fluent in Arabic and Spanish. As an M-RCBG Senior Fellow, Dr. Dargin's research examines how climate infrastructure reshapes the relationship between public institutions and private capital, with particular emphasis on governance, state capacity, and long-term economic resilience in emerging economies. His work advances a framework for designing climate investment that strengthens institutional capability and durable economic development.
