Toti will join the State Capability Enhancement Project (SCEP) team at the Government of Meghalaya, India, working primarily in the state capital, Shillong, but with frequent field visits to villages across the state for data collection. SCEP is an initiative to employ an adaptive approach for addressing complex problems; a key guiding principle of SCEP is facilitating collaborative and local problem solving and, in the process, building purpose-driven and effective state systems that coordinate with each other. Her work is based on Women's Leadership, implementing measures to strengthen women's agency for herself and others, and active participation in decision-making, focusing on climate-friendly sources of livelihood, like ecotourism. The first weeks of work will be primarily for diagnosis and revision into incentives already set by the state. Hopefully, after ten weeks, she can provide the team with a feasible strengthening plan to reinforce those initiatives and some new ideas to incorporate women better.
