Development is mourning the loss of Guillermo Perry, who passed away on September 27th. For several years, Guillermo taught the SYPA seminar for the MPA/ID students at HKS. He served as Minister of Energy in Colombia in the 1980s, member of the Constituent Assembly, and Minister of Finance in the 1990s. He also served as the Chief Economist for Latin America at the World Bank from 1996 to 2007.
