This report examines the opportunities and risks associated with frontier artificial intelligence systems and proposes a framework for AI policymaking in California. Drawing on empirical research, historical analysis, simulations, and multidisciplinary expertise, the authors outline policy principles grounded in a “trust but verify” approach to AI governance. The report emphasizes balancing innovation with safeguards to mitigate material risks related to safety, accountability, transparency, and societal impact, positioning California as a central actor in shaping frontier AI regulation and governance.
