China's Export Restrictions and the Limits of WTO Law

This article analyzes China’s use of export restrictions on raw materials and rare earth elements and examines the legal constraints imposed by World Trade Organization (WTO) rules. Wu argues that existing WTO disciplines are limited in addressing the strategic use of export controls by major economies and explores the broader implications for global trade governance, industrial policy, and resource security. The article highlights tensions between national economic interests and multilateral trade obligations in an era of increasing geopolitical competition.
