COVID-19 Kit Distribution in Six Latin American Countries: Bureaucratic Autonomy, Populism, and Evidence-Based Policymaking

This article examines the distribution of COVID-19 treatment and prevention kits across six Latin American countries, analyzing how bureaucratic autonomy, populist politics, and adherence to scientific evidence shaped policymaking during the pandemic. The authors compare national responses to assess why some governments adopted evidence-based approaches while others promoted ineffective or politically motivated interventions. The study highlights the importance of institutional capacity and technocratic independence in public health crisis management.
