This chapter examines the role of export restrictions in international trade agreements and global trade governance. Wu analyzes the economic and legal rationales for export controls, including food security, natural resource conservation, industrial policy, and geopolitical concerns. The chapter reviews how export restrictions are addressed under World Trade Organization rules and in newer “deep trade agreements,” highlighting tensions between national policy autonomy and commitments to open trade.
