Salary Delays Among Public Sector Primary Care Workers: Evidence from Facility Surveys Across 16 Low- and Middle-Income Countries

This study examines the prevalence and consequences of salary delays among public sector primary healthcare workers across 16 low- and middle-income countries. Using facility survey data, the authors document widespread delays in wage payments and analyze their implications for worker motivation, retention, and healthcare delivery. The findings suggest that payroll instability undermines health system performance and highlight the importance of reliable compensation systems for strengthening primary healthcare services.
