This paper studies how social norms can be shifted through gradual, sequenced interventions rather than abrupt changes. Using experimental evidence, the authors show that introducing intermediate “stepping stone” norms can facilitate durable transitions away from harmful practices by reducing resistance and coordination failures. The findings highlight the importance of dynamic norm change strategies and have implications for policy interventions aimed at transforming entrenched social behaviors.
