to promote carbon dioxide emission reductions. They can prescribe specific low-emission technologies through regulatory mandates. They can raise the price of fossil energy through carbon tax and cap-and-trade systems. And they can subsidize investment and operation
of low- and zero-emission technologies. In the United States, the most politically viable of these types have been subsidies, especially through the tax code. "
