NDC Score Card: Measuring the Nationally Determined Contributions (NDCs) under the Paris Agreement

Abstract
The foundation and success of the Paris Agreement hinges upon scale, depth and effective implementation of the Nationally Determined Contributions (NDCs). Building on state practice, DEAL is a score card that confirms what minimal factors, policy options and choices that the Paris Agreement signatories must make if they want to implement their own NDCs and achieve the objective of national and global low carbon economic transformation. A country's DEAL score (i) provides a framework for evaluating implementation of climate change action against the commitments stated in the respective NDCs; (ii) assigns a score between zero and one and (iii) establishes a starting point for identifying weaknesses in the existing NDCs with a view to strengthening them.
