Building Europe’s Defense: From Fiscal Strain to Industrial Scale

Europe must rearm rapidly, yet national procurement fragmentation, import dependence, and constrained fiscal space undermine industrial scale. Drawing on cross-country fiscal space analysis and expert interviews, the paper proposes a Fiscal–Industrial Coordination Mechanism to guide public investment toward capacity expansion, procurement resilience, and technological renewal.
