The Program in Criminal Justice Policy and Management (PCJ) at Harvard Kennedy School has designed a Toolkit for Indicator Development in Justice and Safety, which is a self-directed instructional tool to help government agencies and non-government organizations to measure complex operations or persistent problems in the justice sector.

The PCJ Toolkit draws on six years of experience the PCJ has had working with both national governments and civil society in Ethiopia, Bangladesh, Sierra Leone, Nigeria, and Jamaica with support from the UK Department for International Development (DFID), as well as on related projects in Papua New Guinea, China, and Turkey. This guide is intended to facilitate an iterative, collaborative, and local process of indicator development, suggesting approaches to design and implement indicators directly within institutions. Easy to navigate, this resource incorporates many practical examples from the project team's work in Bangladesh, Sierra Leone, Nigeria, and Jamaica.
