At its core, Abundance is a project of government effectiveness. And, as such, there is an expansive state capacity project embedded in it, especially in the sections on the implementation gap between innovation and deployment. What's evident is that the state capacity needed to generate this abundance won’t just be a top-down federal imperative. Instead, we need to take an Everything Everywhere All at Once approach to building the institutional apparatus required for an abundance of economic prosperity.
