Dr. Joann Massey has an incredible career in both the public and private sectors that spans multiple organizations, with a throughline of promoting economic growth and community development. Her past roles include the City of Memphis’ Director of Business Diversity & Compliance, Senior Vice President for Operation Hope’s national initiative One Million Black Businesses, and Lead Business Development Consultant as a member of Tennessee Governor’s Bill Haslam’s administration. She currently serves as President and CEO of EDGE, the Economic Development Growth Engine for Memphis and Shelby County. She received her Executive Certificate in Economic Development at Harvard Kennedy School (HKS) Executive Education through completing Leadership and Character in Uncertain Times, Leading Economic Growth, and Leading Successful Programs, all with the needs and goals of her city top of mind.

“I sought to refine my leadership skills and broaden my understanding of quantitative and qualitative economic development strategies to address the unique challenges facing Memphis,” she said. “Memphis needed solutions that balanced attracting large-scale investments with fostering equitable opportunities for small businesses and underserved communities. I also aimed to enhance my ability to build public-private partnerships that deliver innovative, tangible, sustainable outcomes.”

Her time at HKS enabled her to achieve those tangible outcomes, and Dr. Massey has implemented her learnings into specific projects she’s brought to life in Tennessee. “The HKS programs emphasized collaboration, strategic thinking, and adaptability – principles I’ve incorporated into my leadership at EDGE,” she said. “One example is our focus on inclusive growth, as seen in the expansion of the Inner City Economic Development (ICED) Loan program, through which EDGE has supported over 400 local small businesses. We have also implemented a stronger focus on community engagement by fostering partnerships with local organizations and hosting events like EDGE’s ICED Loan Expo and Economic Development & Community Recognition Awards.”

The impact that Dr. Massey was able to make in her community was deeply meaningful and was matched by the impact the programs had on her personally, and her leadership style, as well. She explained, “My experience at HKS positioned me to take on more complex leadership roles, including my current appointment as President and CEO of EDGE. It strengthened my confidence in addressing multifaceted challenges, from attracting impactful investments like AAON, Inc.’s $238 million expansion to driving community revitalization projects like the redevelopment of 100 N. Main, Memphis’ tallest building. I’ve become more intentional about fostering a culture of innovation and inclusivity within EDGE, empowering my team to think boldly while staying grounded in our mission.”

As she looks towards the future, her goals for Memphis remain steadfast and clear. “I am committed to positioning Memphis as a national leader in equitable economic growth. One of my key goals as president and CEO is to expand EDGE’s efforts in workforce development, ensuring our residents are prepared for the jobs of tomorrow,” she said. “I also aim to further align economic development with community engagement, driving projects to foster more vibrant neighborhoods. By leveraging my Harvard experience, I plan to champion innovative financing tools and sustainable partnerships that amplify Memphis’ potential while addressing systemic disparities.”
