Colonel Marc Anthony Garcia has an illustrious career that covers an expansive range of the professional world; he has served in the U.S. Armed Forces, the U.S. Department of State, as Founder, CEO and COO at global private companies, and in Miami-Dade County Public Schools. He brought his vast experience and knowledge to Harvard Kennedy School (HKS) Executive Education, where he completed his Executive Certificate in Public Leadership. Through Crisis Leadership in Higher Education, Leading Successful Programs: Using Evidence to Assess Effectiveness and Senior Executive Fellows, Colonel Garcia elevated his leadership skills for the betterment of both his own development and those he serves.  

What initially led him to the HKS classroom were specific hurdles he was facing in a previous position. “I applied to overcome a particularly complex challenge—resistance from my organization to innovation, compliance, and ethics. I needed to develop advanced leadership tools to effectively confront institutional resistance and champion lawful, ethical change.” 

The expertise of both the HKS faculty and the diverse group of peers in his cohorts made a transformational difference in how he was able to navigate those obstacles and lead his teams when he returned to his role. “I applied the tools, models, and strategies learned at HKS immediately and intentionally. The frameworks and language presented during all three programs I attended significantly enhanced how I engaged my teams,” he said. “Drawing insight from current university presidents, retired generals, former governors, U.S. cabinet officials, and Harvard faculty, I refined my messaging and leadership style in a way that inspired others to listen, trust, and act. These lessons became the foundation of a more impactful and credible leadership approach.” 

The leadership skills that Colonel Garcia has committed to continually grow and evolve have earned him renowned honors, including as a Knight of Magistral Grace by the Sovereign Order of Malta (American Association). In this role, he has supported numerous charitable and religious missions across the United States, the Bahamas, Italy, and Jerusalem. He also assumed the position of Special Envoy for a Royal House’s NGO to the United Nations Economic and Social Council (ECOSOC) and played a critical role in contributing to a formal report at the 34th Session of the Commission on Crime Prevention and Criminal Justice at the United Nations Office in Vienna, Austria. 

As he continues to work on massive platforms, there is a particular learning from HKS that informs his approach to leading in these spaces. He explained, “One profound insight that stays with me is the role of counterfactual thinking. While valuable in strategic planning and reflective learning, I learned that over-reliance on "what could have been" can distort judgment and promote maladaptive leadership behavior. HKS helped me recognize and manage that balance.” 

With experience in so many different fields, Colonel Garcia’s foundational approach to leadership remains consistent regardless of the sector he’s working in. As he transitions into retirement, where he’ll be focusing on entrepreneurship, higher education, and diplomacy, he looks forward to pushing that leadership framework forward. “My immediate goal is to complete my third retirement—after 26 years of military service, 31 years in security/law enforcement, and 13 years in public education—and embark on a new chapter in higher education leadership. My mission moving forward is to inspire the next generation, especially in under-resourced communities, to become responsible, civic-minded leaders,” he said.  “At the same time, I plan to continue my diplomatic work in support of humanitarian and development efforts worldwide.” 

Colonel Garcia is no stranger to navigating professional transitions, and now has the skills and tools gleaned from HKS Executive Education to help him advance his post-retirement goals even further. “The value of an HKS Executive Education experience is truly inestimable,” he said. “It’s a plethora of transformative learning moments—both inside and outside the classroom, synchronous and asynchronous. The experience was intellectually exhilarating and personally validating.”
