Thirty-five years ago (1989), US Treasury Secretary Nicholas F. Brady announced a shift in US policy toward distressed sovereign debt and the global debt crisis of the 1980s. This Study Group will examine what is known as the Brady Plan. We will discuss the background to the Brady Plan and consider the following questions:
· What preceded the Brady Plan?
· What was the shift in US policy that Secretary Brady announced?
· Why was that shift in policy important?
· Could the Brady Plan have come earlier in the global debt crisis?
· Did the Brady Plan end the global debt crisis?
This study group is an example of a policy innovation. No prior knowledge of the global debt crisis also known as the Latin American debt crisis is required.
