Event Description: Join the Carr Center for Human Rights Policy for our new “Carr in Conversation” series. This series will examine human rights issues both at home and abroad, bringing in a wide range of experts to participate in these discussions to help better understand these challenges and how to address them.


During this Carr in Conversation, international human rights lawyer Jared Genser (MPP ’98) will discuss the human rights challenges posed by neurotechnologies—devices that record, interpret, or alter brain activity. He will explore how these technologies could reshape what it means to be human, particularly regarding mental privacy and the risk of manipulation. Genser will also examine neurotechnologies' impact on legal, ethical, and regulatory frameworks and explore the potential of developing "neurorights" to safeguard mental integrity, agency, privacy, access to augmentation, and protection from algorithmic bias.”
