A Homeland Security Project seminar


The U.S. military is being asked to do more and more at home – especially when it comes to securing the nation's borders – in ways that are novel, unique, and very controversial. As the distinction between domestic law enforcement agencies and the military becomes potentially blurred, policymakers must consider the implications of evolving expectations regarding the roles of the Departments of Defense and Homeland Security. The issue is further complicated by its occurrence during an era characterized by a significant reshaping of federal government. To address this pressing question, as well as others related to keeping Americans safe while protecting the homeland, join former Deputy Secretary of Homeland Security and Belfer Center Senior Fellow John Tien and Professor Juliette Kayyem on Wednesday, February 19 at 12:00 PM at the Harvard Kennedy School's Belfer Center for Science and International Affairs.


The Honorable John Tien is a senior fellow in the Belfer Center for Science and International Affairs. He is the former Senate confirmed Deputy Secretary of Homeland Security serving in that Biden Administration role in 2021-2023. He is also a retired U.S. Army Colonel. His twenty-four year Army career included three combat tours to Iraq and three different policy roles in the following White House administrations: Clinton (Office of the U.S. Trade Representative – White House Fellow); GW Bush (National Security Council – Iraq Director); and Obama (NSC – Afghanistan and Pakistan Senior Director). As the Deputy Secretary of Homeland Security, he oversaw all policy and operations for the department to include border security, disaster response, cybersecurity, and protection of U.S. critical infrastructure. He currently serves on two public company boards: Union Pacific Railroad (NYSE: UNP) and SAIC (NASDAQ: SAIC). Tien earned a B.S. in Civil Engineering from West Point where he was the number one ranked military graduate and an M.A. in Philosophy, Politics, and Economics from Oxford University where he was a Rhodes Scholar. His military awards and decorations include the Bronze Star Medal, Combat Action Badge, and Valorous Unit Award.
