In September 2022, Senior Fellow Chris Skidmore, who as former UK Energy Minister signed the UK's net zero commitment into law, was asked to chair an independent review into how the UK could meet those commitments in a 'pro-business, pro-growth' way, and in the most 'affordable' and 'efficient' manner. In January 2023, Skidmore published his report, 'Mission Zero', a 340-page review into how the UK could achieve its net zero targets, making 129 recommendations to government. This study group looks in depth at the review, its processes and the conclusions it made.
