Dr. Renard Siew currently serves as the President of the Malaysia Carbon Market Association (MCMA), where he works closely with industry stakeholders, policymakers, and carbon market participants to advance the development of a credible, transparent, and high-integrity carbon market ecosystem in Malaysia. His background spans sustainability, climate policy, and market-based mechanisms, with a strong focus on bridging the gap between environmental ambition and practical implementation within both the public and private sectors. The increasing complexity of global climate governance led Renard to seek out Harvard Kennedy School (HKS) executive education to further his expertise and navigate new challenges with as much strategic insight as possible. He attended Leadership, Organizing and Action: Leading Change, Leading Through The Changing Media Landscape, and Strategic Leadership: Enhancing Your Personal Effectiveness, earning his Executive Certificate in Public Leadership.
In order to best serve his own country, Renard knew he needed to learn how his peers were approaching their own carbon market obstacles; his global program cohorts allowed him to gain these perspectives in real time. “The challenges were not just technical, but also institutional: how to align diverse stakeholders, shape effective policy frameworks, and position Malaysia within the broader international carbon landscape,” he said. “I wanted to sharpen my strategic thinking and gain a more global perspective on how leading economies are approaching similar challenges.”
The three programs he attended provided both frameworks and practical tools that he has since applied in MCMA. He explained, “One of the key takeaways was the importance of strategic leadership and thinking about my personal effectiveness when navigating through the complex web of how policy, markets, and stakeholder incentives interact. I have applied this in strengthening our engagement strategy, ensuring that our initiatives are not only technically sound but also aligned with regulatory developments and market readiness.”
Renard also adopted a new communications approach with his stakeholders. “Executive education influenced how I structure dialogues with government agencies and carbon markets industry players, making them more outcome-driven and collaborative,” he said.
In addition to the profound impact it allowed him to make at his organization, Renard’s time at HKS also propelled his own professional life forward. “Professionally, the experience has been quite transformative. It has expanded my network significantly, giving me access to a global community of practitioners facing similar challenges,” he said. “More importantly, it has enhanced my confidence in engaging at higher levels of policy and strategy. I now approach problems with a more structured lens, and I am better equipped to anticipate both risks and opportunities in a rapidly evolving carbon market landscape.”
Ultimately, though, the highest value that Renard gleaned from his three programs isn’t quantifiable, but transformative all the same. “HKS executive education, in my view, is an investment in perspective,” he explained. “It is not just about acquiring knowledge, but about challenging your assumptions and refining how you think. For anyone considering it, I would say the value lies in the ability to step away from day-to-day operations and reflect on larger strategic questions, while learning from both faculty and peers who bring diverse global experiences.”
With his HKS Executive Certificate added to his resume, Renard’s motivation and sense of purpose in his work to advance Malaysia’s carbon future in a positive direction is stronger than it’s ever been. “Looking ahead, I hope to play a more active role in shaping Malaysia’s position as a credible player in the global carbon market. This includes strengthening market infrastructure, promoting high-integrity carbon credits, and ensuring that climate action translates into tangible economic opportunities,” he told us. “The next challenge is really about scale how to move from building frameworks to driving meaningful adoption across sectors. The insights and skills gained from my HKS executive education experience will be instrumental in navigating this next phase.”
