Libra Foundation Fellowship
The Duane D. Fitzgerald Gubernatorial Endowment on behalf of the Libra Foundation is an endowed program serving the State of Maine, designed to provide an opportunity for select senior officials to:
- Address pressing and impending policy issues;
- Explore state government benchmarking and best practice models;
- Develop leadership capability through training and orientation programs;
- Plan and assess progress on strategic goals;
- Examine the leadership challenges faced by both elected and appointed officials;
- Provide a forum within which senior public officials may explore the myriad personal and professional responsibilities they face as Maine’s leaders.
Executive Education Programs:
Harvard Kennedy School Executive Education offers over 35 programs annually, most one week long, and includes topics ranging from leadership to collaborative governance to innovation. Interested applicants are encouraged to apply to any HKS Executive Education program that best fits their current training needs. Programs that are most focused on the needs of global leaders are:

Fellowship Process:
Interested applicants must apply online for their program of choice. To be considered for the Fellowship award, please note “Seeking Libra Foundation Fellowship - Maine” in response to the question about financial sponsor on the application. Fellowships will provide either full or partial tuition assistance for recipients. Award amounts will be determined at the discretion of Executive Education and will be based on the number and strength of applications as well as the funds available. Travel and extra nights accommodation are not covered by the Fellowship.
Applications for the Libra Foundation Fellowship are reviewed quarterly and will be considered based on the program start date. The timeline for consideration is:
- September 30
- December 31
- March 31
- June 30
